Position Overview and Responsibilities:

This is an intermediate technical position requiring knowledge in aspects of environmental site assessment and project management. The Environmental Specialist II (ES II) will assist in the completion of site investigation field work that is associated with suspected soil and groundwater contamination. The ES II will also work directly with the public, department personnel, contractors, municipalities, and government officials in conducting these activities.

  • Responds to reports of potential or actual soil and groundwater contamination cases. Conducts scientific assessments utilizing forensic assessment methodologies to collect pertinent data to determine source areas and responsible parties. These activities include historical data searches, obtaining access to properties, installation of monitor well networks, soil and groundwater sample collection and aquifer characterization studies. Maintains, operates, and calibrates equipment used during field investigations. Assists with summarizing the results of field investigations, including interpretations of hydrogeological data and analytical data.  Assists with production of the final report. Maintains site files and inputs site information into the section database.
  • Serves as a contract and project manager for state-funded cleanup sites. As a project manager, the incumbent is responsible for the technical and administrative aspects of environmental site assessment projects. The ES II will be responsible for accurate financial and scientific entries into applicable databases. Review and approval of deliverables and invoices. Responsible for accurately documenting communications with affected parties during investigations and ensuring the environmental effectiveness of these projects in accordance with the appropriate regulations.
  • Works independently and informs the Environmental Administrator of status and issues regarding environmental cleanup projects throughout the state.
  • Performs other duties as required.

 

 

Required Knowledge, Skills, and Abilities:

  • Knowledge of geology, hydrogeology, chemistry and Florida’s groundwater.
  • Knowledge of groundwater characteristics and geochemistry.
  • Knowledge of GIS software.
  • Knowledge of environmental assessment procedures and techniques.
  • Skilled in the use of personal computers and financial/technical spreadsheet development.
  • Skilled in technical writing to summarize investigative findings in report format.
  • Skilled in Project Management.
  • Ability to learn monitoring well construction techniques.
  • Ability to be physically able to perform field work.
  • Ability to work as a team member or independently.
  • Ability to communicate effectively both orally and in writing.
  • Ability to understand and apply appropriate rules, regulations, policies and procedures relating to environmental programs. 
  • Ability to plan, organize and coordinate work assignments.
  • Ability to travel for fieldwork and training.

 

 

Minimum Qualifications:

  • At least four years of verifiable related experience in engineering, environmental science or one of the natural sciences. Post-secondary degrees from an accredited college or university with a major in engineering, environmental science or one of the natural sciences may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
  • Valid Driver’s License
  • OSHA Safety Training successfully completed within six months of employment
  • Travel is required.
  • Participate in Medical Monitoring program 

 

 

Position of Special Trust Requirement:

This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.

 

 

Preferred Qualifications:

  • One year of regulatory inspection/compliance/permitting or other related experience.
  • Knowledge and/or experience in soil and groundwater sampling
