Position Overview And Responsibilities

This is an entry-level position in the Compliance Assurance Program responsible for compliance efforts associated with Potable Water and the grease waste removal and disposal program (GWRD). Potable Water is the primary program for this position. Duties include, but are not limited to, the following:

  • Conducts and documents compliance assistance and inspection activities for the GWRD & PW program pursuant rules and statutory requirements.
  • Provides technical assistance to facilities regulated by the GWRD & PW program and other regulated industries.
  • Maintains regular communication with Division of Waste Management and Department of Health personnel regarding compliance efforts and tracking levels of service metrics for inspections.
  • Investigates assigned complaints. Recommends compliance and enforcement actions as appropriate.
  • Drafts basic compliance and enforcement documents, such as compliance assistance offer letters, warning letters, notice of violations, consent orders and model documents.
  • Responsible for the accurate and timely entry of required data and system information into agency databases and Oculus.
  • Participates in GWRD & PW training and assists with conducting GWRD & PW training and outreach.
  • Provides support for multiple waste regulatory programs including, but not limited to, solid waste, hazardous waste and used oil regulations.
  • Assists with district compliance assistance and outreach efforts as needed.
  • Performs related work as required by supervisor.

Required Knowledge, Skills, And Abilities

  • Knowledge of the terminology, principles and analytical techniques of the environmental or natural sciences.
  • Knowledge of data collection and analysis principles and procedures.
  • Ability to collect, evaluate, analyze and interpret scientific or technical reports and supporting documentation.
  • Ability to prepare technical reports.
  • Ability to use a personal computer and Microsoft Office Suite.
  • Ability to understand and apply applicable regulations, policies and procedures relating to environmental programs.
  • Ability to determine work priorities and ensure proper completion of work assignments.
  • Ability to work independently.
  • Ability to communicate effectively and professionally, both verbally and in writing.
  • Ability to establish and maintain effective working relationships with co-workers and leadership.
  • Ability to interact with customers in a tactful and courteous manner.
  • Ability to cross-train into multiple regulatory programs.
  • Ability to identify solutions to problems and exhibit positive problem-solving techniques.
  • Ability to meet established performance standards as identified in the district performance standards document.

Minimum Qualifications

  • At least 4 years of verifiable related experience. Post-secondary degrees may be used as an alternative for the required years of experience on a year-for-year basis.

Position Of Special Trust Requirement

This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.
