Position Overview And Responsibilities

This is an advanced and highly responsible environmental position requiring knowledge of the petroleum contamination cleanup provisions of Section 376 F.S., the administrative provisions of the PRP SOP manual and familiarity with the concepts and principles of contamination assessment and remediation, and evaluation of the technical aspects and costs associated therewith. The employee in this position reports to the Environmental Administrator and is responsible as the Contract Manager for the Forensic/Technical Services (Forensic/TSS) Contract for the Waste Management Division and helps develop and review all scopes of work, purchase orders, and change orders for sites that are assigned to this contract. This includes verification sampling of sites for determination of site closure. Oversee all documentation of activities within the Forensic/TSS contract.

In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position.

  • Provides management oversight of all contamination assessment and remedial action activities for state funded rehabilitation projects assigned in the section and is responsible for the section's conformance with the SOP manual and applicable Program and Division guidance and procedures. Assists the section site managers in negotiation of the scope of work and preparation of work orders, as well as the resolution of disputes arising there from. Oversees section project manager's review of cleanup contractors work products for technical adequacy and conformance with Chapter 62-770, F.A.C., and applicable Department guidance. Oversee the Notices of Contamination that are sent to properties impacted by contamination covered by the PRP program. This includes noticing for private and public property and schools.
  • Acts as a site manager for assigned petroleum contaminated sites and oversees the performance of the contamination assessment and remedial action activities for state funded rehabilitation projects. Reviews site specific scopes of work, negotiates these elements with contractors, and prepares work orders. Participates in teleconferences, assists in making recommendations for corrective actions, negotiates changes in the scope of work as required and prepares change orders. Performs a review of summary reports. Reviews and approves contractor invoices for completed work. Monitors the environmental rehabilitation occurring at site and the consultant's efficiency in accomplishing the cleanup in a cost effective and timely manner.
  • Performs other duties as assigned by Supervisor.

Required Knowledge, Skills, And Abilities

  • Knowledge of contamination assessment and remedial action activities for state-funded rehabilitation projects.
  • Knowledge of contract management.
  • Skill in communicating effectively, both orally and in writing.
  • Skill in providing great customer service to both internal and external customers by dealing with people in a tactful and courteous manner.
  • Ability to perform on-site inspections, assists in making recommendations for corrective actions, negotiates changes in the scope of work as required and prepares change orders.

Minimum Qualifications

  • At least four years of verifiable related experience in engineering, environmental science or one of the natural sciences. Post-secondary degrees from an accredited college or university with a major in engineering, environmental science or one of the natural sciences may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
  • Valid Driver’s License

Position Of Special Trust Requirement

This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.

Preferred Qualifications

Three years of regulatory inspection/compliance/permitting or other related experience.
