Minimum Starting Salary $2,135.95 biweekly (In accordance with current spending restrictions, an internal promotion may be filled at the minimum of the pay grade or up to 5% of the employee’s current rate, whichever is higher.)       

         

DUTIES AND RESPONSIBILITIES:

  • This is a professional managerial position that is responsible for the implementation of general services procurement, transportation and training initiative particularly in all operational areas of Department of Juvenile Justice (DJJ) Detention Services. This role directs maintenance staff and coordinates vendors to ensure safe, compliant, and cost-effective building operations across DJJ facilities throughout Florida. The position also plans, directs, and improves purchasing processes to support the timely acquisition of goods and services at appropriate quality and cost, in accordance with applicable Florida purchasing requirements and DJJ policies.
  • This position must use independent judgement in formulating policies that will affect Detention Services as it relates to general services.
  • Oversees the coordination o0f Detention Services work orders and emergency work orders. Acts as the liaison with General Services. Provides directions to General Service liaisons in the field regarding work processes.
  • Conducts routine inspections and oversight to help ensure facilities meet applicable local, state, and federal building codes, occupational safety regulations, and DJJ safety requirements.
  • Monitors operating costs and supports budget execution by ensuring appropriate purchasing of supplies, equipment, and services required for safe facility operations.
  • Assist in the coordination of Detention Services maintenance and repair efforts. Acts as the Continuity of Operations Plan and Statewide Transportation and Relocation System Coordinator for facilities Statewide and the Headquarters (HQ) office.
  • Assist in the coordination of Detention Services transportation policy and procedure development. Coordinates development, implementation, and oversight of Detention Services safety efforts.
  • Act as the records retention liaison and the backup for public records requests. Assist in the development of correspondence related to assignments or outside requests for information and for reports to Assistant Secretary.
  • Works with the Purchasing Department to develop and ensure procurement rules, regulations, and internal purchasing guidelines are followed. Ensures purchasing activities align with applicable Sate Purchasing statutes/rules and DJJ procurement policies, including required approvals, forms, documentation, and process controls.
  • Plans, coordinates, and supervises statewide purchasing workflows for facility-related goods and services, ensuring timely processing and proper documentation. Provide purchasing requisition training to Purchasing Liaisons and Administrative Assistants.
  • Coordinates with requestors and purchasing support staff to resolve documentation gaps, clarify justifications, and correct process issues.
  • Performs other related duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of principles and practices
  • Knowledge of data collection and analysis
  • Ability to supervise and communicate effectively,
  • Ability to assess budgetary needs and formulate policies and procedures,
  • Ability to understand and apply applicable rules, regulations, policies, and procedures relating to operational and management analysis activities.
  • Experience in procurement, vendor management, or purchasing management.
  • Familiarity with safety/compliance requirements and contractor oversight.
  • Experience working within government purchasing processes and/or regulated facility environments.

 

MINIMUM QUALIFICATIONS:

Education: High School diploma

Facility Management: 1-3 years’ experience

Must have a valid Florida Driver’ s license.

 

PREFERRED QUALIFICATIONS:

No prior discipline within the last two years.

Preference will be given to candidates with one or more years of experience.

  • When identified on a position description, a valid driver’s license is required. If initially hired with an out-of-state license, the Florida resident must obtain a valid Florida state driver’s license within 30 days of hire. Licenses suspended or revoked for any reason, work permits (Business purpose/Employment/education only licenses), and some types of restricted licenses are not acceptable.

 

  • Licenses that have Corrective Lenses Restriction are acceptable, provided the driver wears corrective lenses while operating the vehicle.
