Your Specific Responsibilities:
Responsible for monitoring the Maternal and Child Health (MCH) Section’s budgets, including management and reconciliation of expenditures, analyzing surplus/ deficit expenditures to ensure appropriate utilization, preparing date and budgetary analyses and disseminating as analyses information as appropriate, maintaining a thorough and accurate spending plan, assisting in contract and grant development, including assuming the lead for completion of the budget for the Maternal and Child Health Block Grant (MCHBG) application and other MCH grant applications, maintenance of the MCHBG and other MCH grant cost sharing information, and assuring compliance with requirements of federal grant funds or other trust fund monies. This also includes providing consultive services, technical and budgetary assistance, and contract and grant management services in the overall development of policies and programs that impact maternal and child health care issues and the delivery of services.
Participate in quality improvements activities, such as gathering and organizing information on problems or procedures related to the business functions and processes of the MCH Section and developing solutions or alternative methods of proceeding; as well as, assisting in the planning, development and implementation of new initiatives and improvements.
Consults and provide technical assistance to the MCH programs which will, a minimum, include assisting with the development, review and routing of contracts, invoice processing, monitoring and implementation, and assisting in the development and implementation of funding allocation methodologies for Florida's Healthy Start Program.
Coordinates and assists with the development of policies, standards, protocols, program designs, manuals, and reports necessary for the implementation of MCH programs and projects as legislated and funded.
Serves as the Bureau Contract Liaison.
Assist with budgetary analysis of proposed legislative bills, budget issues, grant applications, and research relevant to MCH as assigned.
Perform and completed other duties and responsibilities as assigned or directed and within designated timeframes, including serving as a contract manager as required by Florida Statute 287.015(13), when needed.

Qualifications:
- Experience in budgeting, financial analysis, expenditure tracking, or grants management.
- Experience developing, reviewing, or monitoring contracts or grant documents.
- Ability to manage multiple tasks, meet deadlines, and work independently.
- Ability to communicate technical or financial information clearly and effectively.
- Experience preparing spending plans, forecasting expenditures, or managing cost‑sharing
- Experience supporting or preparing grant applications, including federal block grants.
- Experience performing legislative or budget issue analysis.
