Summary Statement

The incumbent receives and investigates complaints of abuse, neglect, mistreatment, and financial exploitation involving residents of nursing homes, assisted living facilities, neighborhood and group homes, and other residential settings. Work includes interviewing victims, witnesses, suspects, and family members, reviewing medical and other records, recording and/or recovering evidence, preparing for and testifying at civil and criminal hearings.

Essential Functions

  • Conducts investigations, which includes conducting interviews to obtain confidential information, gathering evidence and documenting findings.
  • Interviews or interrogates witnesses, complainants and others.
  • Verifies claims of alleged or probable violations.
  • Examines various records and documents in order to ascertain relevant information.
  • Gathers, controls and evaluates evidence.
  • Makes judgments after evaluating all available facts and recommends appropriate action.
  • Interprets and applies applicable laws, rules, regulations, standards, policies and procedures.
  • Prepares various investigative reports.
  • Testifies before boards, commission, administrative bodies or courts.
  • May conduct surveillance and undercover investigations.
  • Maintains liaisons with law enforcement and rights protections agencies, including but not limited to: the police, the Medicaid Fraud Control Unit of the Delaware Attorney General’s Office, the Division of Professional Regulation, Adult Protective Services, and the Community Legal Aid Society; and coordinates investigations with such agencies as appropriate.

Job Requirements

JOB REQUIREMENTS for Special Investigator

  • 10 years experience in conducting investigations as a certified police officer.
  • Two years experience in planning, developing, coordinating and implementing investigations.
  • Two years experience in determining compliance with laws, rules, regulations, standards, policies and procedures.
  • Two years experience in narrative report writing.
  • Two years experience in civil, criminal or administrative proceedings.
  • Two years experience in providing testimony before boards, commissions, administrative bodies, or court officials.

Criminal background check: A satisfactory criminal background check is required as a condition of hire. The recruiting agency may require the applicant to pay for the criminal background check as part of the conditional offer of hire.

As a condition of hire you must possess a valid driver's license (not suspended, revoked or cancelled, or disqualified from driving).

All new hires are required to report to the Statewide New Employee Orientation (SNEO) on their first day of employment. Sessions are held at designated locations in Kent or New Castle County.

This position is a classification organized under an exclusive bargaining representative (labor organization) that has been elected by employees as their representative for collective bargaining and other applicable terms and conditions of employment, in accordance with Title 29, Chapter 59 and Title 19, Chapter 13 and 16. This position is covered by a collective bargaining agreement based on its individual terms.
