Introduction

Delaware's Attorney General, the State's chief law enforcement officer, has a broad responsibility to combat crime, uphold civil rights, safeguard families, fight fraud, and protect consumers in the First State. In meeting this mission, Attorney General Kathy Jennings is supported by teams of talented lawyers and staff in the Criminal, Civil, Family, Fraud and Consumer Protection, and Civil Rights and Public Trust Divisions. Each of the more than 500 staff who work in the Office of the Attorney General are dedicated to serving all Delawareans with integrity and passion. Deputy Attorneys General, with critical support from criminal special investigators, victim service specialists, paraprofessionals, and administrative staff, prosecute criminal cases, enforce consumer laws, provide counsel to state agencies, ensure the public's access to open government, protect the abused, and much more.

Summary Statement

There is an immediate need for two (2) Special Investigators in the Administration Division, New Castle County Office, located in Wilmington, Delaware. These Special Investigators will work directly within the Administrative Division conducting a wide variety of investigations in support of the mission of the Department of Justice. These positions will be supervised by the Director of Special Investigations. Responsibilities include interviewing witnesses, obtaining evidence, presenting evidence as necessary in a variety of proceedings, and testifying when appropriate. The Special Investigators will also provide overall investigative assistance to Deputy Attorneys General across all divisions within the Department of Justice. Additional responsibilities include preparing and submitting timely reports of interviews and investigations, maintaining professional liaisons and strong lines of communication and coordination with relevant law enforcement agencies, and working collaboratively with other Special Investigators within the division.

Essential Functions

Since class specifications are descriptive and not restrictive, incumbents can complete job duties, of a similar kind, not listed here. •\tConducts investigations, which includes conducting interviews to obtain confidential information, gathering evidence and documenting findings. •\tInterviews witnesses, obtains evidence, attends court proceedings, and testifies when appropriate and provide overall vertical assistance to Deputy Attorney Generals on specific prosecutions or investigations.� •\tVerifies claims of alleged or probable violations. •\tExamines various records and documents in order to ascertain relevant information. •\tIdentifies, gathers, collects, evaluates and preserves evidence. •\tMakes judgments after evaluating all available facts and recommends appropriate action. •\tInterprets and applies applicable laws, rules, regulations, standards,� �policies,� �and procedures. •\tPrepares comprehensive and timely investigative reports; documenting interviews and other investigative efforts.� •\tTestifies in criminal or civil courts, before a Grand Jury, or during an administrative hearing. •\tMay conduct surveillance and undercover investigations. •\tPrepares criminal or civil cases for prosecution. •\tAbility to work independently or in a team to investigate and prosecute complex cases. •\tMaintains professional liaisons and strong lines of communications with other law enforcement partners.�

Job Requirements

1.\tMinimum five years law enforcement experience. 2.\tAbility to investigate complex and difficult cases both independently and as part of a team. 3.\tAbility to prepare comprehensive investigative reports for review by a Deputy Attorney General for civil and criminal complaints. 4.\tStrong written and verbal communication skills. 5.\tCurrent or recent Police Officers Standards Training (“POST”) certification.� 6.\tFamiliarity with Microsoft Office (Word, Excel, PowerPoint), DELJIS, NCIC, and LEISS. 7.\tPossession of a valid driver’s license. 8.\tAbility to qualify to carry a DOJ-issued firearm. 9.\tWillingness to travel and attend various training opportunities as needed.

Conditions of Hire

Employment is contingent upon satisfactory background checks. Direct deposit of paychecks is required as a condition of hire. Applicants must be legally authorized to work in the United States. This position is a classification organized under an exclusive bargaining representative (labor organization) that has been elected by employees as their representative for collective bargaining and other applicable terms and conditions of employment, in accordance with Title 29, Chapter 59 and Title 19, Chapter 13 and 16.� This position is covered by a collective bargaining agreement based on its individual terms.
