Summary Statement

The State of Delaware Department of Transportation Summer Internship Program provides engineering students with training to accompany their classroom knowledge. Under direct supervision, students will perform various duties that are directly related to their academic major. For approximately 12 weeks, Engineering Interns will work in an area of interest that may include any of the transportation engineering specialties. Positions will be located in Kent, Sussex and New Castle counties. The length of an internship is approximately 12 weeks.

Essential Functions

Engineering Area of Interest: Active Transportation and Community Connections Section This section oversees initiatives dedicated to enhancing the bicycle and pedestrian experience statewide.� Its mission is to promote walking and bicycling as a healthy, economical, and environment-friendly alternative to driving.� Projects include sidewalks, shared-use paths, streetscape improvements, projects that implement safe and convenient routes for students to walk or bicycle to school, and projects to bring facilities into compliance with American with Disabilities Act (ADA) requirements.� Project engineers in this section are responsible for overseeing and developing conceptual planning studies, project development, public outreach, plan review, and construction administration needs.� Bridge Section The Bridge Section consists of three groups – Bridge Management, Bridge Maintenance & Construction, and Bridge Design – and is responsible for all bridges, overhead sign structures, high mast lighting structures, dams, tide gates, retaining walls, and other miscellaneous structures. The Bridge Management group is responsible for safety inspections of bridges and other structures, load ratings and structural analysis, overweight vehicle permit reviews, and asset management related activities for bridges and other structures along with responding to emergency and weather events involving structures. The Bridge Maintenance & Construction group is responsible for developing contracts related to repairs, routine maintenance, and minor rehabilitation of bridges and other structures. This group also works with DelDOT maintenance staff and on-call contractors to perform work orders for minor repairs of bridges and other structures as well as providing in-field support to construction staff for constructing all bridge related elements. The Bridge Design group is responsible for performing all design activities for new, replacement and major rehabilitation projects for bridges and other structures as well as providing support during construction.�� Construction This section is primarily responsible for administering projects in construction which includes the construction of new roadways and bridges, and the reconstruction of existing roadways and bridges.� Duties of personnel in this section will include, but not be limited to, working on construction projects, utilizing project management software, tracking Critical Path Method schedules, tracking and creating payments for work performed, implementing field changes, communicating with the public, coordinating the work of utility companies, and the overall management of projects in construction.�� Development Coordination Section This section reviews record plans, subdivision and commercial entrance approval requests, zoning applications, and development proposals submitted by both public and private entities.� They also oversee the Corridor Capacity Preservation Program whose goal is to maintain selected corridors’ ability to handle traffic safely and efficiently, minimize the impacts of increased economic development, preserve the ability to make future improvements, and sort local and through traffic via service roads.� Traffic Impact Studies Engineers in this section are responsible for traffic engineering and analysis review of proposed development projects throughout the state, advising local land-use agencies on the expected transportation impacts associated with those projects and determining what transportation infrastructure improvements are necessary to mitigate those impacts.� Project Review Engineers in this section are responsible for ensuring that subdivision and entrance plans are prepared in accordance with DelDOT’s manuals and standards.� Engineering Support The Engineering Support Section is responsible for developing and maintaining Standard Construction Details and Specifications, e-construction and project controls, Computer Aided Drafting & Design (CADD) resources; conducting post construction and ADA compliance inspections; preparing and reviewing Plan, Specification & Estimate (PS&E) packages for advertisement; implementation of program improvements, process reviews, manuals and other guidance document development.� Environmental Stewardship This section is responsible for the analysis of environmental, social and cultural impacts of projects and programs including avoidance, minimization and mitigation of impacts, and obtaining federal and state approvals and permits.� Maintenance & Operations The Maintenance & Operations Division is responsible for keeping the State’s multi-modal transportation network in a state of good repair through the careful and consistent application of personnel, equipment, and financial resources.� The responsibilities include maintaining highway lighting; maintaining roadways through re-paving, patching, and sealing; maintaining bridges, drainage, vegetation, sweeping and landscaping; and operating the State’s movable bridges and ferry. Maintenance & Operations consist of four maintenance districts (North, Canal, Central, and South), Business Management, and Statewide Support Services.� North & Canal District is responsible for New Castle County including the Interstates, Central District is responsible for Kent County and South District is responsible for Sussex County.� Duties of this position will include, but are not limited to, assisting inspectors, preparing daily reports, tracking quantities, drafting plans and updating construction details utilizing CADD, preparing work orders for various open-end contracts, researching archive plans and easements, preparing detour plans, reviewing specifications and construction details, performing hydraulic analysis, supporting operations during weather events, and other similar tasks to support day-to-day operations.� Materials & Research This section is primarily responsible for the review, testing, and approval of materials used on DelDOT projects.� Duties may include, but are not limited to: •\tLaboratory testing of various road construction materials such as aggregate, soil, concrete and asphalt materials. •\tThe proper use of laboratory testing equipment which includes balances, screening machines, splitters, ovens, temperature measuring devices, specific gravity testing equipment and various hot mix asphalt concrete testing equipment. •\tAssisting hot mix plant inspection personnel in their various duties. •\tField testing of Portland Cement Concrete which includes testing for temperature, slump, air content and the making of compressive test cylinders. •\tField inspection of precast concrete elements used in road construction such as inlets, manholes, reinforced concrete pipe, culverts and other transportable concrete elements. •\tAssisting in the video inspection of storm-water drainage systems. •\tProper documentation of all inspection and testing activities. •\tData entry of inspection findings and test results. Project Development� The Project Development Section is responsible for designing road improvement projects, including documentation of a project’s Purpose and Need, alternatives analysis, public involvement, and development of engineering design plans. Duties of this position include working with staff in performing design-related engineering activities as part of the development of road design plans, including working with CADD and highway design software, cost estimating, and other related road design activities.� Ultimately this group is responsible for preparing and/or integrating all design plans required to build a transportation project, including but not limited to typical sections, horizontal and vertical control, construction plans, profiles, grades and geometrics, details, drainage and stormwater management, environmental compliance, construction phasing, roadway lighting, utility relocation, signing and striping, and traffic signal / Intelligent Transportation System (ITS) plans. Right of Way Section The Right of Way Section is comprised of two distinct but related groups, Real Estate and Right of Way Engineering.� The Real Estate group is comprised of four (4) teams (Acquisitions, Appraisals, Land Services, and Operation Services).� The Acquisitions team is responsible for the acquisition of real property for the Department.� The Appraisal team handles the appraisal process used to determine the value of real property prior to acquiring it.� Our Land Services team handles the property management of our land interests while our Operation Services team coordinates all condemnation services as well as project related coordination.� Our Right of Way Engineering group is comprised of Utilities, Team Support and Survey.� Our utility team coordinates with utility companies on the use or relocation of utilities impacted by our projects.� Team Support reviews projects to determine and confirm the existing and proposed property needs for projects.� �The Survey Section provides geodetic and topographic survey used for our projects.� Duties of this position will include assisting in the review of construction, utility, and/or right of way plans as well as other project related documentation.� Traffic Sections The DelDOT Traffic Sections are comprised of two main sections (Traffic Operations and Traffic Engineering). They are responsible for the planning, design, construction, maintenance, and operations of traffic control and ITS devices on state-maintained roadways. Traffic control devices include roadway signs, pavement markings, traffic signals, ITS, and temporary traffic control devices (such as cones, drums, and warning signs used in construction zones).� The sections administer statewide traffic safety programs such as the Highway Safety Improvement Program and perform individual traffic engineering analyses based on requests from the public and legislators. The sections also direct DelDOT’s Integrated Transportation Management Program, which monitors Delaware’s transportation systems, disseminates information between various agencies and the public, and controls DelDOT’s electronic field systems such as traffic signals, closed‐circuit cameras, traffic monitoring devices, and Dynamic Message Signs.� Duties of this position will be dependent on the specific group.�� Water Resources The Water Resources section is responsible for design and review of all Department projects to ensure the Department remains compliant with the Stormwater and Erosion & Sediment Control elements of the Federal and State regulations as well as the State of Delaware’s drainage requirements.� The ideal water resources engineer has the desire and ability to apply math and the sciences of hydraulics and hydrology creatively to ensure that the Department constructs projects that mitigate their own impacts to the environment in a cost effective and timely manner.�
