The State of Connecticut Military Department (CTMD) is accepting applications for a full-time Qualified Craft Worker (Electrical) position located at Bradley Air National Guard Base, 161 Rainbow Road, East Granby, CT 06026.

POSITION HIGHLIGHTS:

  • 37.5 hour per week

  • Monday through Friday, 7:00am - 3:00pm

  • In-state travel may be required

  • Incumbents in this class may be required to possess and retain specific education and/or experience to meet various certification requirements (EPA 608)

ABOUT US:

We are a unique dual-status agency, having both federal and state missions. The CTMD'S primary public responsibilities are:

(1) To support the CT National Guard enabling the National Guard to provide ready units for Federal or State requirements;

(2) To train, resource and coordinate state emergency response assets, and;

(3) To plan for and protect citizens and their property in times of war, terrorism, invasion, rebellion, riot or disaster.

THE FLYING YANKEES:

The Base is part of Bradley International Airport and is home to the 103rd Airlift Wing, known as the "Flying Yankees". This unit's history dates back to World War I.

Mission: The Wing's focus is on Air Mobility, a mission that delivers global air transportation of equipment and supplies during times of war and for peacetime training exercises. The Wing provides cargo and passenger airlift utilizing C-130 Hercules aircraft, one of the true workhorses of the Air National Guard inventory. The Wing's mission includes providing safe and reliable transportation of military personnel, equipment, supplies to locations spanning the globe.

PURPOSE OF JOB CLASS (NATURE OF WORK)


In a state agency this class is accountable for independently performing a full range of highly skilled duties in the maintenance and repair of electrical equipment and systems.

EXAMPLES OF DUTIES

  • Performs highly skilled tasks in accordance with standard electrical trade practices and codes;
  • Lays out and installs electrical conduit for power and lighting;
  • Makes repairs to electrical motors, controllers, switchboard panels, traffic lights, lights, power circuits, ventilating fans, electronic counting and traffic control devices, intercommunication systems and electrical generators;
  • Installs open and concealed wiring and lighting fixtures;
  • Maintains and repairs unit heaters, fans, building maintenance machines and equipment, gas pumps, refrigeration units, diesel electric generators, movable bridges, fire alarm systems, etc.;
  • Repairs relays and switches;
  • Rewires motors;
  • Bends pipes;
  • Installs, repairs and maintains oil burners;
  • Performs necessary safety testing of electrical equipment and keeps required records;
  • Performs pole work;
  • Makes estimates of time, personnel and determines and obtains required materials on assigned tasks;
  • Keeps necessary records;
  • May diagnose failures and repair drilling and patching to facilitate installations;
  • May assist in high voltage work;
  • May perform duties related to similar trade areas as required;
  • May act as liaison with other operating units and outside contacts;
  • May operate heavy equipment;
  • May respond to fire and/or crash emergency situations at state owned airports;
  • Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE


Four (4) years of experience in tasks in the electrical trade.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE


Two (2) years of the General Experience must have been performing skilled electrical trades.

NOTE: For state employees this experience is interpreted at the level of a Skilled Maintainer or Transportation Maintainer 2.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • Graduation from a vocational or technical school with a diploma designating completion of subject requirements in a maintenance trade area may be substituted for two (2) years of the General Experience.
  • At the University of Connecticut: Satisfactory performance and completion of the UConn Facilities Internship Training Program may be substituted for the General and Special Experience as determined by UConn Facilities Operations and Human Resources Management.
  • At other state agencies: Two (2) years of experience as a Qualified Craft Worker Trainee in a designated maintenance trade area may be substituted for the General and Special Experience.
  • Experience performing technical duties within the electrical trade area on a military base, aircraft carrier or large compound may be substituted for the General and Special Experience on a year for year basis.

PREFERRED QUALIFICATIONS

  • Possession of a current CT E-1 or E-2 license.
  • Experience with fire alarm systems.
  • Experience with low voltage wiring for HVAC controls.
  • Experience with commercial switch gear and electrical equipment.
  • Experience with industrial electrical systems.
  • Experience working on large buildings.

SPECIAL REQUIREMENTS

  • University of Connecticut: Incumbents in this class are required to possess and retain appropriate current licenses, permits and/or certifications including possession and retention of a State of Connecticut electrical license.
  • Incumbents in this class may be required by the appointing authority to possess or acquire and retain appropriate current licenses, permits and/or certifications.

CHARACTER REQUIREMENTS


At state airports: In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made before persons are certified for appointment.

PHYSICAL REQUIREMENTS

  • Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity and must maintain such physical fitness as to be able to perform the duties of the class.
  • A physical examination may be required.

WORKING CONDITIONS

  • Incumbents in this class may be required to lift moderate to heavy weights and to use protective equipment such as respirators and safety goggles; and may be exposed to risk of injury from equipment, extreme weather conditions and/or environmental conditions.
  • The appointing authority may require completion of hazardous materials training programs, such as asbestos, PCB, PFAS, consistent with EPA guidelines for operations and maintenance during employment in this class. Incumbents may be required to use protective equipment such as respirators and safety goggles.
