Introduction

The State of Connecticut, Office of the State Comptroller (OSC) is seeking a dynamic business and technology leader for the position of Core-CT Financials/Supply Chain (FSC) Agency Information Technology Manager.� The Core-CT division is responsible for the State of Connecticut's PeopleSoft-based Enterprise Resource Planning system.��This position requires a strong background in state Financial and Procurement policy and business practice, Oracle PeopleSoft and knowledge of ERP systems and integrations. POSITION HIGHLIGHTS: Full-Time, 40 hours per week Monday through Friday Location: 165 Capitol Avenue, Hartford, CT 06106 WHAT YOU CAN EXPECT IN THIS ROLE: Management responsibilities for the business and functional support teams, focused on the delivery of key Financial and Supply Chain services within Core-CT, the State's Peoplesoft ERP solution. These services include the following modules :eProcurement, Purchasing, Supplier Contracts, Strategic Sourcing, Inventory, Accounts Payable, Asset Management, Accounts Receivable, eSupplier, Billing, Banking, Project Costing, Customer Contracts, Grants Management, General Ledger, and Commitment Control. Training and Help Desk support staff. Working closely with OSC management, technology teams, state agencies, vendors and other business stakeholders.� In addition to duties listed in the 'examples of duties' below, this position will be responsible for: The day-to-day coordination of business activities and management of the FSC service delivery team.� Reviewing and establishing system and business priorities to address user related FSC issues and requests.� Working directly with the technical services teams to ensure system reliability, execution of key business functions and accuracy of ERP data and processes.� ABOUT US The Office of the State Comptroller (OSC) is an agency whose mission is to provide accounting and financial services, administer employee and retiree benefits, develop accounting policy and exercise accounting oversight, and prepare financial reports for the state, federal and municipal governments, and the public.� We are located in the State Office Building at 165 Capitol Avenue, Hartford, CT. PURPOSE OF JOB CLASS (NATURE OF WORK)

In a Constitutional Office this class is accountable for directing the management of all agency information technology systems, applications development, systems maintenance and related functions.

EXAMPLES OF DUTIES

Directs staff and operations of an agency information technology system; Coordinates, plans and manages division activities; Formulates program goals and objectives; Develops or assists in development of related policy; Interprets and administers pertinent laws; Evaluates staff; Prepares or assists in preparation of division budget; Maintains contacts with individuals within and outside of division who might impact on program activities; Establishes priorities for systems development and information technology projects in accordance with agency requirements; Develops plans for future utilization information technology services in overall agency program; Ensures development of high quality, low-cost technology solutions aligned with needs of agency; Aligns information technology planning with business strategy; Leads and influences development of standards and decisions regarding changes to systems/applications; Stays abreast of local, regional and national industry trends; Coordinates use of key people, resources, technologies, processes and capabilities to reach strategic goals; Plans and supports information technology staff development; Leverages technological solutions to meet business needs; Leads the recruitment and hiring of staff, including outreach, interview and selection; Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply management principles and practices; relevant state and federal laws, statutes and regulations; information technology methods, techniques and equipment; Considerable interpersonal skills; oral and written communication skills; Considerable ability to analyze information technology system problems and implement effective solutions.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of experience in computer or network operations, systems development, information technology analysis and planning.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Three (3) years of the General Experience must have been in a lead capacity. NOTE: For state employees this experience is interpreted at the level of an Information Technology Analyst 3.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training in management information systems, computer science or an information technology related area may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree. A Master's degree in management information systems, computer science or electrical engineering may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

Experience with ERP Systems, especially PeopleSoft 9.2 Financials and Supply Chain. Experience in Financials and Supply Chain applications. Experience managing Peoplesoft applications or a similar ERP system. Experience with DevOps practices and tools. Demonstrates effective leadership and communication. Demonstrates effective team and project management. Experience with State Financial and Procurement policies and procedures. Experience analyzing business processes and requirements and implementing solutions. Experience with public sector financial and procurement systems. Experience analyzing information technology system problems and implementing effective solutions. Experience with information technology including security, reporting and relational databases. Experience communicating with a diverse group both written and orally.
