Thank you for your interest in this exciting NEW Position!� The�State of Connecticut,�Office of the Chief Medical Examiner (OCME)�is a state-wide medical examiner system charged with the investigation of sudden and unexpected deaths and other deaths occurring in Connecticut that require our review.� Our death investigations are comprehensive and yield important data for families, public health and public safety.�� We are seeking one (1) part-time�Data Scientist�to work in our facility located at 11 Shuttle Rd. Farmington, CT 06032. This brand new and exciting position will be responsible for regular data review and quality control, specialized data projects on public health and public safety impacts, pooled death investigations data review, other agency work metrics and quality control, and the preparation of high-quality ad-hoc, weekly, monthly, quarterly and annual data reports for various stakeholders. The Data Scientist will also be involved in scholarly activity, scientific writing, and provide educational content on research design within the CT OCME Forensic Pathology Fellowship program.� The Data Scientist will work independently, but collaboratively with Chief and Deputy Chief Medical Examiner, Agency Administrator, and Information Technology Analyst 3 as well as with other state agency liaisons.� Ideal applicants are enthusiastic persons with excellent communication skills, prior work experience with public health database data, and those who are comfortable working independently and confidently to start-up a brand-new position within the agency.� The position will communicate directly verbally and in writing with agency staff and outside requestors to verify and clarify the data request and discuss the timeline of the request. ABOUT THE ROLE: The Data Scientist will be working under the supervision of the Deputy Chief Medical Examiner.� Duties include, but are not limited to: Applies statistical and research principles and techniques to a wide variety of issues and projects; Develops research designs and statistically sound protocols and works with staff to carry out specific research studies; Develops statistical and computerized models for analyzing data and interprets results to support business and client needs and facilitate informed recommendations and decisions; Performs complex statistical analyses such as predictive modeling, forecasting, multiple regression, trend analysis, log linear analysis, factor analysis, and multi-variate analysis; Uses parametric and non-parametric statistics;� Selects, designs, organizes and works out statistical techniques and research designs most suitable for the project/study at hand; Evaluates the strength and weaknesses of various statistical techniques and research designs, selecting those which achieve the most valid results;� Conducts in-depth literature searches and writes scientific papers; Instructs staff in research and statistical techniques, methods, and use of statistical analysis software; Oversees the production of research proposals, development and maintenance of databases, and interpretation and writing of research and statistical reports for various intra and extra departmental audiences; May assist in the planning, design, selection, and evaluation of technologies related data retrieval and analysis; Performs related duties as required. KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of methods of research design, statistical analysis and database management;� management systems research and development related to social and economic trends;� relevant state and federal statutes, regulations and guidelines;� Knowledge of data processing computer programming for statistical analysis;� data retrieval and analysis methods;� Considerable interpersonal skills;� oral and written communication skills;� Ability to conduct longitudinal investigations/research, including interviewing and performing trend analyses and outcome effectiveness studies;� analyze and evaluate data using multiple regression, log linear analyses, factor analyses and multi-variate analyses;� use statistical packages and/or various data modeling platforms;� design and conduct studies and determine effective solutions;� write technical reports;� Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

A Master’s degree in biostatistics, epidemiology, public health, psychology, statistics or a closely related area with significant coursework in research methodology and statistics and one (1) year of professional experience with significant involvement in research and statistical analysis.

PREFERRED QUALIFICATIONS

Preference will be given to candidates with the following experience and training: Prior work experience with public health databases/electronic health record databases. Prior experience working independently. Excellent verbal and written communication experience, including prior scientific publications.
