The State of Connecticut, Department of Transportation (DOT), is now accepting applications for an exciting Transportation Engineer Trainee (Construction) position, with the Office of Construction, in the Bureau of Engineering & Construction, Division of Construction Operations (DCO) Audit Engineering Section.
DCO is the central administrative division of the Office of Construction. The Office of Construction administers all construction projects completed by Bureau of Engineering and Construction statewide, from project planning to completion. DCO is involved with maintenance of the construction policies and procedures, Value Engineering, Work Zone Safety, Alternative Project Delivery, Construction Claims & Litigation, E-Construction, Specifications, Constructability, and Audit Engineering. Trainees will perform a wide variety of increasingly difficult duties as technical skills are acquired.

THE ROLE:
The Transportation Engineer Trainee assists in conducting audits of all construction project records and processes for CTDOT State and Federally funded construction projects. This position also assists with other unit tasks as required. Additional potential areas of assistance as assigned by supervisors may include:
  • Conducting Department constructability reviews for future highway, bridge, traffic, illumination, vertical projects
  • Field evaluation of projects before and during construction
  • Assisting in revising the Construction Manual as needed
  • Participating in the State Value Engineering program for both design and construction
  • Assisting with Division record retention and processes
  • Assisting with Department Consultant Engineering and Inspection Agreement oversight
  • Other related duties/opportunities as required

POSITION HIGHLIGHTS:
  • Full Time, 40 hours per week
  • Monday – Friday, First Shift (working hours may include days, nights, weekends, and holidays when assigned)
  • Location: Newington with additional assignments statewide
  • A valid motor vehicle operator's license is required and must be maintained
  • Applicants must be available to travel for training, conferences, meetings, field reviews, to and from job sites, etc., both within and outside of normal working hours, when necessary

PROMOTIONAL OPPORTUNITY:
Transportation Engineer Trainees receive training to develop technical engineering skills and knowledge. After successfully completing your one-year training program, you will be promoted to the target class of Transportation Engineer 1 (Construction Engineering). After successfully completing two years as a Transportation Engineer 1, you will be promoted to Transportation Engineer 2 (Construction Engineering).

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation and the Connecticut Airport Authority, this class is accountable for receiving training in introductory professional engineering work for the development of technical and professional transportation engineering and transportation construction engineering skills and knowledge in order to qualify for advancement in the field of transportation engineering.

EXAMPLES OF DUTIES

Performs a wide variety of increasingly difficult duties as technical skills are acquired during course of training period.

KNOWLEDGE, SKILL AND ABILITY

General knowledge of basic transportation engineering theories, principles and methods; skill in use of drafting and calculating instruments and other computer applications; considerable ability in performing mathematical computations, making neat and accurate drawings and preparing minor design and structural details.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Possession of a Bachelor's degree.
NOTE:
  • If the target job classification has a Minimum Qualification that requires specific licensure and/or the Bachelor's degree to be in a specific area(s), then these specific licensures and degree areas are required for appointment to the Transportation Engineer Trainee classification.
  • Candidates cannot be appointed until all degree requirements are complete.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. Possession of Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302 may be substituted for the General Experience requirement.
2. Possession of Engineer-In-Training (EIT) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302 may be substituted for the General Experience requirement.
NOTE: The following additional substitutions are allowed for the Target Class of Transportation Engineer 1 (Construction Engineering):
1. Possession of Land Surveyor (LS) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302 may be substituted for the General Experience requirement.
2. Possession of Land Surveyor-In-Training (LSIT) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302 may be substituted for the General Experience requirement.
3. Possession of at least Level III certification, from the National Institute for Certification in Engineering Technologies (NICET), in one of the following Civil Engineering Technology Programs may be substituted for the General Experience requirement:
a. Transportation Construction Inspection Program - Highway Construction Inspection.
b. Construction Materials Testing Program - Asphalt or Concrete.
c. Transportation Program - Highway Materials, Highway Surveys or Highway Construction Inspection
4. Possession of a Level III Survey Technician Certification from the National Society of Professional Surveyors may be substituted for the General Experience requirement.
5. Possession of an American Welding Society (AWS) Certified Welding Inspector (CWI) certification, at the level of a Welding Inspector (WI) or above, may be substituted for the General Experience requirement.

PREFERRED QUALIFICATIONS

  • Academic, internship, or work experience in a position-relevant engineering area
  • Completion of the Fundamentals of Engineering (FE) exam or Fundamentals of Surveying (FS) exam
  • Familiarity with the CTDOT Standard Specifications and Contract Drawings and how they are used on projects
  • Experience or training in project record keeping and/or inspection on transportation construction projects
  • Experience or training in reviewing contract plans and specifications leading to the bid process through construction
  • Experience with Microsoft Office 365 including Excel, SharePoint, Bluebeam, AASHTOWare, or similar applications
  • Experience communicating technical information verbally and in writing, to peers, supervisors, and managers in person
  • Experience working collaboratively in a team to meet goals and objectives

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
2. Incumbents in this class may be required to travel.

WORKING CONDITIONS

Incumbents in this class may be exposed to some risk of injury or physical harm from highway, construction site, or on-site environments and a moderate degree of discomfort from year round weather conditions.
