In this executive-level role, you will collaborate closely with the Deputy Commissioner to lead internal auditing and compliance functions. This position oversees the Management Assurance Unit (MAU) and reports directly to agency leadership.�Please note: This opportunity is for current State of Connecticut employees only. ABOUT THE POSITION: The Director of Program Monitoring and Fiscal Review leads all program evalutation and fiscal review activities for grants and contracts administered by DPH. This role ensures program effectiveness, regulatory compliance, and responsible stewardship of public resources. Key responsibilities include: Leading statewide program evaluation and fiscal review operations Ensuring compliance with all applicable state and federal laws and regulations Overseeing internal auditing functions within the MAU Directing evaluation of grant‑funded programs to inform funding decisions and ensure appropriate use of resources Reviewing and analyzing complex financial records, audits, and reports to identify irregularities or potential fraud Using data systems to prepare fiscal and statistical analyses Developing policies related to fiscal accountability, program evaluation, and grant oversight Supervising and evaluating staff, including assigning work and reviewing audit findings Coordinating with internal and external partners to support program activities MORE ABOUT THE AGENCY: The Mission of the Department of Public Health (DPH) is to protect and improve the health and safety of the people of Connecticut by: Assuring the conditions in which people can be healthy Preventing disease, injury, and disability Promoting the equal enjoyment of the highest attainable standard of health, which is a human right and a priority of the state. PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for directing program compliance evaluation and fiscal review for all grants and contracts administered by the agency.

EXAMPLES OF DUTIES

Directs staff and operations of the section including program evaluation and fiscal review of grants and contracts administered by the department; Coordinates, plans and manages section activities; Formulates program goals and objectives; Develops or assists in development of related policy; Interprets and administers pertinent laws; Evaluates staff; Prepares or assists in preparation of section budget; Maintains contacts with individuals within and outside of section who might impact program activities; Directs compliance and fiscal auditing of ongoing grants and contracts as well as review of new grants and contracts; Directs evaluation of grant programs to review effectiveness and determine appropriateness of subsequent funding; Leads the recruitment and hiring of staff, including outreach, interview and selection; Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply management principles and practices; apply relevant state and federal laws, statutes and regulations; principles and practices of grant and contract administration including program and fiscal evaluation; Knowledge of public health programs; social service programs; principles and practices of fiscal management; Considerable interpersonal skills; oral and written communication skills; Considerable ability to analyze complex financial records, documents and reports for evidence of financial fraud.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of experience in a combination of public administration and fiscal administration.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a supervisory capacity over professional staff. NOTE: Supervisory capacity is defined as scheduling, assigning, overseeing work and establishing performance standards for employees and taking corrective measures to implement those standards. For state employees this experience is interpreted at the level of a Budget Specialist or Fiscal/Administrative Supervisor.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree. A Master’s degree in business administration, public administration or public health may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

Experience leading comprehensive program evaluation and fiscal review functions for large-scale grant or contract portfolios within a government or public-sector environment Experience applying state and federal laws relating to grant administration, compliance oversight, and fiscal accountability Experience analyzing complex financial records to identify irregularities, systemic issues, or indicators of financial fraud Experience developing or implementing policies related to grant oversight, program evaluation, and fiscal management Experience supervising and managing a team of auditors or compliance professionals, including assigning audit work, reviewing findings, ensuring adherence to auditing standards, and guiding staff in identifying fiscal irregularities or potential fraud

Incumbents in this class may be required to travel.
