Introduction

The�State of Connecticut, Department of Energy and Environmental Protection (DEEP),�Office of Innovative Partnerships and Planning (IPP) in the Commissioner’s Office�seeks a qualified Environmental Analyst 3 candidate to be a part of the Client Concierge Service as a member of the Concierge Team. The Concierge Team provides critical support to DEEP’s state and federal statutory and regulatory permitting requirements across DEEP’s Environmental Quality Branch - Air, Water, Materials Management and Land Resources programs – as well as the Environmental Conservation and Energy Branches. The work of the Concierge Team is integral to increasing the predictability, efficiency, and transparency of DEEP’s regulatory processes to ensure that businesses can grow and thrive while meeting environmental standards and protecting our public health and natural resources. Click�here�for more information Position Highlights This is a 35 hour, Monday-Friday position that offers a hybrid schedule. The Concierge Team Members serve as DEEP’s central point-of-contact for high visibility, complex projects to assist them in navigating the environmental permitting processes in a timely manner.� This position tracks project timelines and permit status; provides project management and coordination within DEEP and between DEEP and other state and federal agencies; and assists in the agency’s strategic planning, process improvements, and innovation. The Client Concierge Service supports DEEP’s Permit Assistance function by participating in pre-application permit meetings; gathering data for reports to the legislature; and standardizing permit applications and operating procedures.� The Concierge Team assists with broader agency planning and program development, such as conducting stakeholder engagement processes and supporting the integration and implementation of processes across DEEP’s three branches. Types of concierge projects include critical economic development, complex infrastructure, renewable energy, and municipal projects. PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection this class is accountable for acting as a working lead and/or for performing the most complex tasks in the technical review and analysis of environmental program data and issues within the environmental field, developing recommended actions and programs and implementing policy and program decisions. In other state agencies this class is accountable for acting as a working lead and/or for performing the most complex tasks in the technical review and analysis of environmental program data and issues, developing recommended actions and programs and implementing policy and program decisions.

EXAMPLES OF DUTIES

Permit Assistance, including serving as a member of the Client Concierge Service Team conducting project management of high visibility, complex, multi-permit projects; liaising with other federal, state, and local governments; coordinating multi-program pre-application meetings; and coordinating permit transfers. Stakeholder Engagement, including participation in STEPS (Sustainable, Transparent, Efficient, Practices) for Solar Development, Innovation Fairs, and other public presentations. Supporting Agency-wide Information Technology initiatives, including electronic permitting, geographic information systems, use of permitting management system, and web content management. Supporting central office functions, including producing permitting and enforcement and compliance metrics and reporting to the legislature and EPA. Assistance with broader agency planning, including development of process improvement strategies and performance measures and standardization of permitting, enforcement, and compliance assurance policies, practices, and tools. Supporting Agency-wide Information Technology initiatives, including electronic permitting, geographic information systems, use of permitting management system, web content management, and technology modernization.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of principles and practices in fields relative to environmental protection;� principles and practices of environmental and policy analysis;� environmental program planning principles and practices;� Knowledge of local, state and federal laws, statutes, regulations and policies pertaining to environmental protection;� statistics;� Considerable interpersonal skills;� oral and written communication skills;� Skills in research and organization;� Ability to understand and interpret legislation and technical data;� utilize computer software;� Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree. A Master's degree in a scientific or technical discipline related to the environmental field including but not limited to biological, earth or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for five (5) years of the General Experience. NOTE: Education may only be substituted for a total of five (5) years. For state employees one (1) year of experience as an Environmental Analyst 2 or two (2) years of experience as an Environmental Analyst 1 may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

Experience in managing projects with two or more permitting requirements and in coordinating projects involving internal and external stakeholders. Experience with permitting programs and processes, including Connecticut Department of Energy & Environmental Protection’s permits for air, waste, and water management, federal permits, other state agency permits, and municipal permits. Experience in strategic planning and process improvement, including the ability to provide innovative approaches to address environmental, natural resources, energy challenges. Leadership experience, including leading teams, program coordination, and organizing events. Experience conducting stakeholder outreach and communicating with other state, federal, and municipal officials. Experience communicating technical, regulatory, and policy information to a wide variety of audiences through presentations and written correspondence or reports. Experience in the development of project tracking tools, use of the Microsoft Office Suite, and web content management.

SPECIAL REQUIREMENTS

Incumbents in this class may be required to travel. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to some danger of injury or physical harm from on-site environments and a moderate degree of discomfort from exposure to year-round weather conditions.
