PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Developmental Services, Resources Management Unit this class is accountable for supervising a staff engaged in ensuring the fiscal and operational practices of contracted private providers are provided to consumers in accordance with state agency standards.

EXAMPLES OF DUTIES

Schedules, assigns, oversees and reviews work of staff; Provides staff training and assistance; Conducts performance evaluations; Determines priorities and plans unit work; Establishes and maintains unit procedures; Makes recommendations on development of policies and standards; Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; Reviews and monitors the services provided by private providers to ensure terms of the contract are satisfied; Coordinates the review of individual service changes through the Planning and Resource Allocation Team (PRAT) or Utilization Resource Review (URR); Reviews contracts to ensure quality of services are provided; Provides direction to private providers on contract interpretation related to programmatic, fiscal and quality concerns; Reviews, analyzes, monitors and ensures private provider Plans of Correction are achieved; Conducts and monitors the annual review process; Prepares reports and correspondence; May conduct on site visits to assure private providers are in compliance with Department standards; Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of modern methods of care, program design, treatment and education of individuals with an intellectual disability living in various community settings; resource monitoring and evaluation; relevant agency policies and procedures; state and federal laws, statutes and regulations; Knowledge of business finance and accounting procedures; Considerable interpersonal skills; oral and written communication skills; Considerable ability to analyze and critique private agency's, organization's and individual practitioner's recordkeeping and financial statements; Ability to utilize computer software; Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of professional experience in a human services setting providing services and supports to individuals with an intellectual disability.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been conducting fiscal analysis and oversight of individual budgets/plans. NOTE: For state employees this experience is interpreted at the level of a Developmental Services Resource Management Specialist.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

PREFERRED QUALIFICATIONS

Experience with business finance and accounting procedures conducting fiscal analysis and oversight of individual budgets/plans. Experience with Vendor Service Agreement development, maintenance, and oversight. Experience maintaining, developing, and assessing individual budgets within the DDS Budget Application. Experience producing and assessing service and/or funding utilization reports with large quantities of data. Experience with Contract Service Authorization development, maintenance, and oversight. Experience with developing performance objectives and continuous quality improvement plans. Experience with Quality Improvement planning with outside providers. Experience with Microsoft Office Suite.

SPECIAL REQUIREMENTS

Incumbents in this class may be required to travel. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
