Description Of Job

The Colorado Department of Transportation (CDOT) has a vacancy for a licensed professional engineer with experience in civil or transportation engineering in our Grand Junction location.

At CDOT, pavement managers are responsible for tracking and analyzing pavement distresses, corroborating with other pavement managers to analyze and improve pavement performance and cost modeling, and creating and maintaining regional surface treatment asset plans. This position will also design surface treatment projects for shelf or delivery, perform pavement design, prepare materials recommendations, and assist with preconstruction project support for the region’s three design teams.

Major duties and responsibilities include, but are not limited to:

  • Analyze current and historical pavement distress and project data with the assistance of computer modeling software to prepare a list of potential projects for the Regional annual resurfacing plan.
  • Validate the accuracy of raw distress data, determine where discrepancies have occurred, and correct as appropriate. Determine the nature and extent of preliminary investigation and data analysis required to effectively evaluate the region pavement management plan.
  • Communicate complex technical information regarding the pavement management software program and its implications to upper management to allow them to understand the reasons for decisions regarding inclusion of projects in the plan.
  • Apply CDOT procedures, specifications, guidelines, engineering principles, PE license, and personal experience in the design and selection of the most economical stabilized pavement section. This process includes preparing engineering design and cost analysis methods of different categories and thicknesses of surfacing and service life used to determine the lowest life cycle cost applicable for use in construction projects.
  • Perform Life Cycle Cost Analyses (LCCA) when required by the guidance provided in the Pavement Design Manual. Performing LCCA’s to determine pavement type is often challenging and is scrutinized by industries.   • Ensure design staff are provided with Materials Recommendations and review plans and specifications to ensure recommendations are included.
  • Attend scoping, Field Inspection Review, Final Office Review and other design meetings, as well as monthly status meetings.
  • Serve as pre-construction project manager for assigned projects, setting up and managing the PDP (Project Development Plan) and design meetings including at a minimum Scoping, FIR (Field Inspection Review), FOR (Final Office Review).
  • Prepare plans, specification and estimates for assigned surface treatment projects; Stamp the plans and specifications as a licensed Professional Engineer.
  • Track various pavement treatments and compare the data to the predictions made by pavement design and pavement management programs
  • Prepare and deliver reports, presentations and training on pavement management and other materials related topics when requested by the Region Materials Engineer.

Work Environment

  • Primarily 8:00 am – 5:00 pm work hours, Monday-Friday
  • Approximately 25% spent in the field, 75% spent in the office
  • Travel required during work hours to visit project sites as well as attend meetings and trainings
  • Weekends, holidays, evenings or night work may be required
  • Occasional overnight travel throughout Colorado
  • Required to work in proximity to heavy traffic, as well as in hot or cold weather conditions
  • Required to work on variable terrain at project sites
  • Required to operate CDOT vehicles

Minimum Qualifications

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

  • Current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers, and Professional Land Surveyors.

OR

  • Current, valid licensure as a Professional Engineer from another U.S. state's Board of Licensure. If meeting qualifications with an out-of-state PE license, it would be a condition of employment to obtain your Colorado PE license within six months of hire.

  • A current valid driver’s license is required for all Colorado Department of Transportation (CDOT) positions which require operating a state or personal motor vehicle to perform one or more essential functions of the position.
  • If meeting qualifications with an out-of-state PE license, you must obtain your Colorado PE license within six months of hire.

Preferred Qualifications

The exceptional applicant will possess the proven ability or accomplishment in the following:

  • Demonstrated success with the duties listed in the Description of the Job section;
  • Years of State service experience related to the duties of this position;
  • Highest work/personal ethics and integrity;
  • At least 3-5 years of knowledge and experience in civil or transportation engineering design and/or construction.
  • Knowledge of the National Environmental Policy Act, Planning and Environmental Linkages, and how these affect transportation construction projects.
  • Knowledge and experience with the CDOT Design Manual, AASHTO Design Guides, CDOT Planning and Environmental Linkages Manual, CDOT Materials Manual, CDOT Project Development Manual, CDOT Standards & Specifications Manual, CDOT M&S Standards, CDOT Construction Manual, MUTCD, Public Rights-of-Way Accessibility Guidelines (PROWAG), and other industry design standards.
  • Ability to mentor, train, and lead non-professional staff.
  • Ability to oversee consultants and contractors.
  • Proven ability to manage multiple assignments, priorities, and projects in a demanding environment.
  • Ability to work under tight budgets and deadlines and be adaptable to changing assignments.
  • Ability to take initiative to solve problems in an innovative manner.
  • Ability to work with a variety of stakeholders with sensitivity to their needs, priorities, promises made and commitments.
  • Excellent interpersonal and relationship building skills.
  • Strong time and project management skills, including prioritization and multi-tasking ability.
