Description of Job
This work unit exists to: (1) protect the health, safety, and welfare of patients/residents of health care facilities in the state of Colorado, by evaluating and securing compliance of licensed and certified facilities and providers, utilizing applicable federal and state laws/regulations and professional standards of practice; and (2) to provide to the public information on health care facilities.
What You Will Do:
Key Responsibilities:
- On an unannounced basis, independently or as a member of an interdisciplinary team, determines whether the entity is operating in compliance with applicable statutes/regulations.
- Assesses and evaluates health care facility quality of care, services, and treatment of the residents/patients as well as facility practices through observations, record review, as well as interviews with residents/patients, family members, staff, and outside agency and medical professionals.
- Writes clear, concise, and legally defensible statements of deficiencies based on analysis of the documented findings and extensive knowledge of these laws, regulations and guidelines as set forth in the Centers for Medicare and Medicaid Services (CMS) and State regulations, Principles of Documentation, and program specific protocols, policies and procedures, as applicable.
- Conducts pre-survey preparation activities for the survey team, including the selection of residents for inclusion in the survey sample.
- Assigns work to survey team members prior to and during the survey.
- Attends meetings, serves on task forces or teams, completes projects, and performs other duties as assigned by the supervisor.

MINIMUM REQUIREMENTS:
NOTE: An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.
Experience Only: Six (6) years of relevant experience providing applicable health care in an Intellectual and Developmental Disability (IDD) agency or similar program regulated by a Health Facilities and Emergency Medical Services Division, or other closely related experience.
OR
Education and Experience: A combination of related education and/or relevant experience in an Intellectual and Developmental Disability (IDD) agency or similar program regulated by a Health Facilities and Emergency Medical Services Division , or other closely related experience equal to six (6) years.

PREFERRED QUALIFICATIONS:
IDD & Healthcare Expertise: Experience working in healthcare agencies or facilities; a direct background with Intellectual and Developmental Disabilities (IDD) is strongly preferred.
- Auditing & Compliance: Proven experience evaluating healthcare quality, conducting facility observations, and reviewing records to assess compliance with statutes and regulations.
- Investigative Interviewing: Skilled in conducting interviews with residents or members, families, staff, medical professionals, and external service providers.
- Evidence Analysis & Reporting: Experience analyzing clinical findings to identify deficient practices and writing legally defensible statements of deficiencies.
- Conflict Resolution: Proven ability to defuse tense situations, manage conflict constructively, and maintain professional relationships with defensive or distressed individuals (such as facility staff or internal colleagues).
- Modern Technology Fluency: Daily proficiency with Google Workspace (Docs, Sheets, Drive) and current digital communication tools for real-time collaboration.
- A pre-employment background check will be conducted as part of the selection process.
- Critical Status: Must be available in the event of an emergency, (e.g., bio-terrorist attack, chemical attack, disease outbreak or all hazards) and be required to report to work immediately at the regular or alternate location. During this time, travel restrictions may be in place.

- TRAVEL:
- Monthly Travel Volume: On average up to 50% and during peak times up to 75% statewide travel, including up to two weeks per month. Travel weeks include an average of 2–4 overnights in a hotel per week.
- PHYSICAL DEMANDS:
- Must be able to lift and carry up to 40lbs. of equipment for extended periods of time.
- Must be able to walk or stand for extended periods of time including walking up and down multiple flights of stairs.
- Must be able to hold a tablet computer in a standing position.
- Must be proficient in word processing and able to use current communication technology to connect to the office from the field.

- Must obtain an influenza shot annually prior to the onset of the flu season or wear a mask while on facility/agency premises.**See note below.
- Must be willing to work in environments where contagious diseases may be present.
- Must be willing to perform annual fit testing for N-95 masks, as well as complete annual training on donning and doffing of personal protective equipment (PPE).
- Must be willing to work occasional evening, night, weekend, or holidays depending upon circumstances of survey or complaint.
- Once employed in this position, must successfully complete and apply all required surveyor training (unless training is unavailable) within the first six (6) months of service.
- Requires the use and operation of state fleet vehicles.***
