The Colorado State Public Health Laboratory plays a vital role in protecting the health of communities across the state—from disease detection to emergency response. We’re seeking a Fiscal Services Manager to provide thoughtful leadership and oversight of the laboratory’s financial operations, working in close partnership with laboratory leadership and CDPHE’s central fiscal team.

This role is an opportunity to step into a key leadership position within a collaborative environment. You’ll guide budgeting, financial reporting, and compliance efforts across a diverse portfolio of funding sources, while helping to strengthen systems, support decision-making, and ensure the lab’s financial operations run smoothly and responsibly.

What You’ll Do:
  • Lead and support a dedicated fiscal team responsible for day-to-day financial operations.
  • Oversee budgeting, forecasting, and financial reporting for the laboratory.
  • Ensure compliance with state and federal fiscal requirements.
  • Partner with program and executive leadership to support informed financial decisions.
  • Contribute to long-term financial planning and continuous improvement of fiscal processes.

PROGRAM MANAGEMENT II

MINIMUM QUALIFICATIONS:

An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.


Experience Only:

Nine (9) years of progressively responsible professional experience in budgeting, accounting, fiscal management, or financial operations within a governmental or similarly complex environment with at least two (2) years of experience providing formal supervision or leading professional staff and work units and; with at least one (1) year of experience managing complex funding structures, including federal, state, and/or cash-funded programs including experience interpreting and applying fiscal policies, regulations, and compliance requirements to ensure financial integrity and audit readiness.


OR

Education and Experience:
Graduation from an accredited college or university with a bachelor’s degree in Finance, Accounting, Business Administration, Public Administration, or a closely related field and five (5) years of progressively responsible professional experience in budgeting, accounting, fiscal management, or financial operations within a governmental or similarly complex environment with at least two (2) years of experience providing formal supervision or leading professional staff and work units and; with at least one (1) year of experience managing complex funding structures, including federal, state, and/or cash-funded programs including experience interpreting and applying fiscal policies, regulations, and compliance requirements to ensure financial integrity and audit readiness.

Preferred Qualifications and Essential Competencies

The preferred experience, competencies, and abilities are highly desirable for this position and will be considered in selecting the successful candidate:

  • Experience with Colorado state fiscal systems, including CORE, OSPB budget processes, and Joint Budget Committee (JBC) requirements.
  • Strong knowledge of federal grant management, including 2 CFR 200 (Uniform Guidance) and Single Audit requirements.
  • Strong knowledge of state cash, revenue and fee projections.
  • Experience in public health, laboratory operations, or other highly regulated environments.
  • Demonstrated experience establishing fiscal governance structures, internal controls, and audit-ready processes.
  • Advanced experience with financial analysis, multi-year forecasting, and strategic funding planning.
  • Experience overseeing procurement, contracts, and subrecipient monitoring.
  • Demonstrated ability to translate complex financial data into clear, decision-ready information for executive leadership.
  • Professional certification such as CPA, CGFM, or equivalent.
Conditions of Employment:
  • Pursuant to CDPHE policy, a background check is required for all positions at CDPHE.
  • Pursuant to CDPHE policy, a financial check is required for this position. 
  • Critical Status: Must be available in the event of an emergency, (e.g., bio-terrorist attack, chemical attack, disease outbreak or all hazards) and be required to report to work immediately at the regular or alternate location. During this time, travel restrictions may be in place.
  • Critical Status: Must be available in the event of the activation of the Continuity of Operations Plan (COOP) and be required to report to work immediately at the regular or alternate location. During this time, travel restrictions may be in place.
  • Critical Status: Must be available and expected to work and/or remain at their worksite in delayed start, early release, or closure situations.
