Description Of Job

About the Work Unit

The Office of Innovative Mobility (OIM) focuses on increasing multimodal transportation options to help decrease congestion and emissions and improve safety and efficiency on our roadways. The Office focuses on four key transportation areas: electrification, mobility services, mobility technology, and transit and rail. Each key area provides policy and strategic guidance throughout CDOT and the State of Colorado to improve the safety and efficiency of our roadways by leveraging both traditional and new and emerging technologies.

The Finance and Administration team within OIM consolidates administrative and support tasks office-wide to ensure compliance with federal, state, and department regulations, providing a resource to program staff on administrative and financial matters, and liaising with personnel in the Division of Accounting and Finance regarding OIM specific administrative and financial matters.

About The Position

This Business Operations Manager performs technical financial tasks within various systems to ensure the financial functions, contractual functions, official documentation, and policies and procedures of OIM are performed to the standards of the State of Colorado, CDOT, Federal Transit Administration (FTA), Federal Rail Administration (FRA), and Federal Highway Administration (FHWA).

Your duties and responsibilities will include, but are not limited to, the following:

  • Use various systems (SAP, COTRAMS, SRM, OnBase AP, etc) to perform technical tasks, such as viewing, tracking, entering and researching budgetary and financial data.
  • Adhere to federal and fiscal rules and regulations, analyzing and interpreting frequently changing legislation pertaining to FTA, FRA and FHWA funding sources and grant disbursement.
  • Provide business operations support, including processing and tracking invoices, creating, managing and tracking contracts through shopping carts, and performing fiscal year-end duties.Provide periodic training to the OIM program staff on financial issues.
  • Perform spend forecasting (monthly and annual) with a specific emphasis on payroll and special project spending
  • Manage all aspects of financial planning and forecasting for general OIM cost center and pool budgets, including the Division of Transit and Rail (DTR).
  • Recommend policy changes that ensure conformance with all pertinent guidance and communicate these changes and train staff.
  • Update and coordinate processes and policies within OIM to ensure timely compliance with regulations.
    • Perform required fiscal year-end duties and maintain financial operations during this timeframe. Designs, prepares, and distributes budget status and contract status reports for OIM management and takes corrective action as needed
    • Support OIM processes in financial reporting, invoices, and funding needs (SAP, SRM and contracting, OnBase AP) may work directly with the Chief Engineer or CDOT Controller to resolve contracting issues.
    • Responsible and accountable for preparation and coordination of annual budgets for general OIM cost center and pool budgets, including task orders and other expenditures under cost centers.
    • Responsible for all SAP/SRM review and approval for shopping carts for assigned programs/projects.
    • Prepare quarterly financial performance reports and metrics for assigned projects
    • Other job duties as assigned.

    Work Environment

    • Primarily 8:00 am – 5:00 pm work hours, Monday-Friday, with opportunity for a flexible schedule
    • After a training period, you will likely work a hybrid schedule with a combination of in-office and remote work
    • Travel required during work hours throughout Metro Denver/Front Range
    • Occasional overnight travel 1-3 times a year throughout Colorado and out of state

  • 7 years of full-time professional experience in finance, accounting, contract management, policy analysis, business administration, or other work related to the major duties of this position, which included:
    • At least 3 years of experience with a primary focus on fiscal or budget analysis, budget development and implementation, financial/administrative policy development and implementation and/or public or private sector management/administration that included budget formulation, execution, and analysis.
OR

Education And Experience

  • A combination of relevant education and experience that equals 7 years.
    • Education from an accredited college or university with coursework in accounting, finance, economics, business administration, public administration, or another field of study closely related to the major duties of this position will be considered.
    • Full-time professional experience with a primary focus on fiscal or budget analysis, budget development and implementation, financial/administrative policy development and implementation and/or public or private sector management/administration that included budget formulation, execution, and analysis. will be considered.

  • Demonstrated success with the duties listed in the Description of the Job section;
  • Years of State service experience related to the duties of this position;
  • Highest work/personal ethics and integrity;
  • Understanding of FTA funding sources and requirements;
  • Experience working with transit agencies, transit budgets, and/or the FTA;
  • Experience with process improvement;
  • Proven track record with Project Management;
  • Experience with financial forecasting;
  • Experience with complex budgets, multiple fiscal years (State, Federal, Calendar);
  • Experience with passing through state funds, and the complex nature of forecasting budgets, to ensure appropriate funding exists for all funding types that ensures equity considerations;
  • Experience and in depth knowledge of fiscal rules and regulations;
  • Ability to work under tight deadlines and be adaptable to changing assignments;
  • Ability to take initiative to solve problems in an innovative manner;
  • Ability to work with a variety of stakeholders with sensitivity to their needs, priorities, promises made and commitments;
  • Effective interpersonal and relationship-building skills;
  • Strong time and project management skills, including prioritization and multi-tasking ability;
  • Excellent reasoning, investigative, analytical, and problem-solving ability;
  • Excellent facilitation, presentation, and communication skills, both written and oral;
  • Strong attention to technical detail and accuracy;
  • Passion for safety;
  • Ability to work effectively in both independent and team situations;
  • Familiarity with project management software and fluency with Google Suite (Drive, Docs, Sheets, Gmail, Calendar, Meet), MS Office, MS Project, ASANA/Trello, SAP, OnBase and TrAMS.
