The Department of Economic Security, Division of Developmental Disabilities (DDD), is seeking an experienced and highly motivated individual to join our team as a Program Compliance Auditor 2. DDD provides individuals with developmental disabilities, and their families, services and supports that are flexible, high quality, and member driven. These services provide individuals with opportunities to exercise their rights and responsibilities of independent decision-making and engagement in the community.

Applicants for this position cannot be licensed or certified by the DDD Office of Licensing Certification and Regulation, cannot have a principal interest in or have a spouse or close family with principal interest in a DDD Qualified Vendor Agreement, and cannot be employed or subcontracted by a DDD Qualified Vendor.

Job Duties

Essential Duties and Responsibilities include but are not limited to:

  • Assist and participate in complex projects, including external audits and the development of project plans, metrics, timeliness, charts, process flowcharts, and other devices and tools to properly manage the projects and to report the activities accomplished.
  • Research and develop an audit tool to define parameters/scope of audit. Complete/assist with audits and conduct audit exit meetings as needed. Document processes and prepare audit findings. Draft written reports, memorandum, and other documents. Conduct follow-up audits to monitor implemented interventions. Conduct business and statistical analysis to track progress.
  • Engage in continuous knowledge development regarding agency/state rules, regulations, best practices, tools, techniques, and performance standards. Maintain communication with management and applicable committees. Identify, track, and trend any emerging non-compliant program practices and systems for the purpose of intervening early and interrupting institutionalization of non-compliance across affected programs.
  • Balance, prioritize, and organize multiple tasks; work collaboratively in teams and across organizations; synthesize feedback and adjust plans accordingly. Assist the Compliance Unit with unit high-level tasks such as 360 RAM, tracking & trending, development & delivery of compliance educational content, and other projects as needed.
  • Manages multiple small to medium-sized projects/audits. Works cross-functionally to solve problems and implement changes. Recommends project standards, goals, and procedures. May serve as backup to key staff when needed.

Knowledge In

Knowledge, Skills & Abilities (KSAs):

  • Federal and state laws pertaining to Medicaid Managed Care and LTSS, including principles and practices of business administration and time management.
  • Clear understanding of rules and procedures governing the services for the ALTCS DDD population.
  • Auditing processes and Corrective Action Plan development and monitoring.
  • Financial management, LEAN and Six Sigma or Project Management principles, the principles of public administration, and professional effective communication.
  • Methods for tracking complex work with milestones and detailed timelines, and knowledge of public contracts and policy.
  • Clear understanding of the Office of Inspector General elements of an effective compliance program.

Skills In

  • Planning, organizing, prioritizing, coordinating, and administering multiple projects/tasks
  • Conceptualizing, planning, designing, and developing projects.
  • Working with diverse high-performance teams.
  • Proficiency in Google Suite software such as Google Word, Sheets, Slides, Calendar, and Gmail.
  • Interpersonal, written, and oral communications.

Ability To

  • Plan, organize, coordinate, and evaluate complex contract and policy language.
  • Organize and maintain large project schedules, including daily metrics.
  • Research, analyze, and synthesize data; read, interpret, and analyze complex statutes, rules, and policies related to health care, finance, and IT systems.
  • Create technical reports and visual data for metrics.
  • Work independently.
  • Take direction and communicate effectively complex and technical issues to internal and external audiences.
  • Respond promptly to customer needs; take a customer-centric approach to problem solving; use time efficiently; demonstrate continuous effort to improve operations and streamline work processes.

Selective Preference(s)

The ideal candidate for this position will have:

  • A Bachelor’s degree in public or business administration with at least two years of professional experience in the Managed Care or public health care environment, or a Master's degree in business or public administration from an accredited college or university, may substitute for one year of the required experience.

Pre-Employment Requirements

  • If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to Driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operated a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) (R2-10-201.11).
  • Successfully pass background and reference check; employment is contingent upon completion of the above-mentioned process and the Agency's ability to reasonably accommodate any restrictions.

Retirement

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
