Job Summary

Performs a broad scope, high level of highway operational duties (including scheduling, assigning and overseeing subordinates work, training and guiding staff) related to the most advanced duties involving operation of motorized vehicles and equipment, pavement care and preservation, roadside shoulder restoration and repairs, delivery of equipment and materials, snow removal operations, office administration, permit compliance, record keeping, work management reports, inventory and features tracking, budgeting, data entry, contract preparation and tracking, environmental compliance. These are technical leaders within a specified work unit. Will act on behalf of the supervisor in their absence. This position will be required to travel daily and may include overnight stay, respond to emergency call outs 24 hours a day, 7 days a week, must be able to respond to the Maintenance Unit within 30 minutes.

Job Duties

Operate and train crew on large equipment and power tools, including loaders, trucks, trailers, variable message boards, snow plows, heat transfer equipment, cone trucks, power brooms, water tankers, rollers, oil boots and attenuators. Assure equipment maintenance checks to comply with laws, rules, policies and procedures. Inspect repairs & train others on all highway system features, safety and components; make periodic adjustments; check performance; & document status for electronic records. System features include but not limited to signs, computerized devices, landscape & irrigation components.

Analyze and develop PeCoS Work program and budget. Maintain performance system for District, including entering data and work reports on computer, coordinating and verifying accuracy of quarterly data processing uploads and materials inventory. Process work report and special reports requested by superiors. Assist in developing unit's annual work plan and budget.

Coordinate the processing of the feature inventory data, inputting changes and updates, and verifying the accuracy. Review construction record drawings for new feature items and coordinate with Central Maintenance on categories. Track unit boundary changes. Coordinate and document alternate work resources such as prison work crews and contracted services along with in-house crew for most efficient manpower and equipment use. Assist construction crews with projects to assure highway assets are protected and for end-product acceptance. Monitor section equipment usage and expense reports. Contact Equipment Services to amend/modify reports.

  • Leadership and coaching.
  • Federal, State and agency laws, rules, regulations and policies and procedures pertaining to work activities, safety practices and public relations.

Selective Preference(s)

Minimum one year experience as a Highway Operations Technician 3 or equivalent.

Pre-Employment Requirements

Must possess a valid Class A Commercial Driver's License with appropriate endorsements.

Valid Driver's License - This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
