What You Will Be Doing

This position plays a key role in supporting the department’s operating and capital budgets throughout the budget cycle. Core responsibilities include:

  • Supporting operating and capital budgets throughout the fiscal year
  • Monitoring spending and funding sources to maintain accurate financial records
  • Coordinating budget submissions and related documentation
  • Preparing clear financial, performance, and legislative reports
  • Processing budget actions in IRIS, including position changes and amendments
  • Providing data-driven responses to management and legislative inquiries.

The Division of Administrative Services provides budgeting, financial reporting, and administrative support for programs that serve other state agencies. Our work ensures accurate planning, responsible spending, and organized processes that help programs function effectively. This support allows the department to deliver consistent services across finance, personnel, technology, procurement, and other statewide programs.

The Working Environment You Can Expect

We are located on the 10th floor of the State Office Building in downtown Juneau, close to trails, coffee shops, and restaurants, with daily interaction among fiscal staff and frequent communication with colleagues statewide through Teams, teleconference, and occasional in-person meetings. Telework is generally available after the probationary period, though earlier arrangements may be approved at the supervisor’s discretion based on operational needs.

  • Budget Administration: Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relations among program, budget, accounting, and reporting systems.
  • Oral and Written Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral and written presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Financial Analysis: Knowledge of the principles, methods, and techniques of financial analysis, forecasting, and modeling to interpret quantitative and qualitative data; includes data modeling, earned value management, and evaluating key financial indicators, trends, and historical data.

Minimum Qualifications

Budget Analyst 1
Two years of technical level experience in accounting, budget, finance, or similar field. This includes, but is not limited to, such work as Accounting Technician 1 and 2, Administrative Assistant 1 and 2, Statistical Technician 1 and 2, or Human Resource Technician 1 and 2 with the State of Alaska, or the equivalent elsewhere.

Substitution
A bachelor's degree from an accredited college in accounting, finance, business administration, economics, statistics, or a closely related field will substitute for the required experience.

Budget Analyst 2
One year of entry professional level experience analyzing and reviewing budgetary data and information; preparing analysis, reports, and recommendations on budgetary information; and utilizing electronic information management systems. This is met by service as a Budget Analyst 1 with the State of Alaska, or the equivalent elsewhere.
OR
Two years of entry level professional experience in accounting or auditing; financial management, budget analysis, management, or projection/forecasting; budget legislation or policy analysis; or economic or management analysis and projection.
