The Offices of the Inspector General (“OIG”) are comprised of three offices, derived from the three appointments held by Inspector General Lucy Lang:
• The Office of the New York State Inspector General (“NYSIG”), as established by Executive Law Article 4-A, is entrusted with the responsibility of receiving and investigating complaints of fraud, corruption, criminal activity, conflicts of interest, and abuse in executive branch agencies of New York State government. Since June 2021, this includes complaints related to the New York State Gaming Commission.

• The Office of the New York State Welfare Inspector General (“OWIG”), as established by section 74 of the Executive Law, is responsible for maintaining the integrity of New York State’s public assistance programs; and

• The Office of the New York State Workers’ Compensation Fraud Inspector General (“WCFIG”), as established by section 136 of the Workers’ Compensation Law, is responsible for investigating violations of the laws and regulations pertaining to the operation of the workers’ compensation system.

OIG has office locations in Albany, Buffalo, Hauppauge, New York City, Suffern, and Syracuse.

Job Description

OIG is seeking a qualified attorney, including candidates in their final year of law school, to serve as an Investigative Counsel conducting confidential and sensitive investigations into allegations of fraud, abuse, corruption, conflicts of interest, and other criminal activity involving New York State agencies, employees, and those doing business with the State. These matters frequently involve state contracts, procurement activities, abuses of public benefits, and other complex white-collar offenses.


An OIG Investigative Counsel:
• Directs teams of OIG investigators and auditors in the planning and execution of investigations of various types and ensures all legal and evidentiary requirements are met.

• Coordinates and conducts witness and target interviews.

• Prepares written reports and letters documenting investigative activities and findings.

• When investigations uncover criminal conduct, refers matters for prosecution to the applicable federal, state and/or local prosecutor.

• Works with jurisdictional agencies to improve policies and establish best practices.

• Serves as a liaison to external agencies in connection with investigative matters, as well as local, state, and federal law enforcement partners.

Eligibility

• Experienced attorneys currently admitted to practice in New York State and in good standing are encouraged to apply.
• Third-year day students and fourth-year evening/part-time students are also eligible. Only law students graduating in 2026 may apply.
• Recent law school graduate candidates must be admitted to the New York State Bar within a reasonable period following graduation and appointment.




Minimum Qualifications:
Minimum Qualifications

• Strong interest in investigative work, public service, or government practice. Academic coursework, internships, or clinical experience involving white-collar criminal law, government contracting and procurement, or complex fraud matters (e.g., insurance or healthcare fraud) is preferred.

• Excellent oral and written communication skills, including the ability to synthesize large volumes of information and clearly explain complex subject matter for a variety of audiences.

• Demonstrated legal research and analytical skills, including proficiency with legal research databases and open-source research tools.

• Experience conducting interviews, participating in fact-finding, or similar activities through internships, clinics, or coursework is preferred.

• Ability to work collaboratively as part of a multidisciplinary team; prior experience in team-based academic or professional settings is preferred.

• The ideal candidate has strong judgment, professionalism, and discretion, including the ability to handle sensitive and confidential information.

• Highly organized, self-motivated, and able to manage multiple assignments simultaneously in a fast-paced environment, with a demonstrated ability to meet deadlines.

• Familiarity with New York State government, its agencies, or applicable laws is a plus but not required.

• Willingness and ability to travel for assignments and, as needed, work outside standard business hours.

• New York State residency and a valid driver’s license are required.

This is a Management Confidential position appointed by the Inspector General with an approved salary range of $93,659 - $118,388 (Grade M-1 equivalent), within which OIG seeks to hire, commensurate with experience.
