Duties Description
Evaluate and assist with the implementation of Business Process Improvements.
- Develop new or modify existing queries to further the Bureau’s use of data analytics to monitor/prioritize/automate/streamline the audit work and identify errors.
- Create spreadsheets and macros using Microsoft Excel and Visual Basic to further streamline audit tasks and data analysis.
- Further develop Microsoft Excel, Visual Basic and SQL skillset. Become familiarized with common tables and complex Excel functions to assist with larger-scale projects and implementation.
- Assist with User Acceptance Testing. Work closely with the System Support Group Earnings Payments team. Review, test and provide feedback for routine system updates.
- Assist with the various requests for payroll information received via the FOIL database, Executive Correspondence database, media request, Office of the Inspector General, etc.
- Assist with the development of low-level SQLs to gather the requested payroll information and ensure that information provided is in compliance with all applicable laws, rules and regulations.
- Provide relevant documentation to support the payroll information to ensure that all recipients understand the context and limitations of the information provided.
- Communicate with leadership regarding high priority and sensitive information requests.
- Track all requests of information to ensure appropriate documentation related to the request and the SQLs utilized are maintained and readily available for future reference.
- Act as liaison with Earnings Staff when systematic issues occur. Evaluate issue to determine if follow-up action is required by the Systems Support Group, OSC auditor, and/or State agencies.
- Utilize Microsoft Excel and SQL to provide miscellaneous data analysis needs to Bureau Management and Earnings Staff upon request.
- Keep abreast of State and Federal laws governing the payroll payment process.
- Research unfamiliar topics using existing audit reference material, system documentation, Internet searches, labor union contracts, etc.
- Utilize SQL and Microsoft Excel to validate large-scale transactions that are submitted by agencies in Job Request, Additional Pay, and Time Entry.
- Communicate with members of the Systems Support Group to coordinate ad hocs or other systematic needs where necessary.
- Communicate with State agencies and OSC audit staff when discrepancies are identified and further review and/or corrections are required.
- Utilize SQL and Microsoft Excel to identify populations that will be impacted by systematic processing.
- Analyze employee data during the implementation of new payments. Determine scenarios that may require further review by OSC management, Civil Service, Office of Employee Relations, and/or Division of Budget prior to implementation.
- Assist in the creation of spreadsheet loads to submit payments into PayServ. Review post-analysis queries to ensure payments are accurate prior to the confirm of paychecks.
- Ensure payment implementation is in accordance with labor union contracts, memorandums, and chapter laws.
- Provide input during the development of Payroll Bulletins and Operations Requirement Documents.
