Job Description And Duties

The Information Technology System Engineering Unit Is Seeking a Full-time Permanent Information Technology Specialist II. The Selected Candidate Shall Be Familiar With The Following Duties:

  • Provide solutions using Oracle Technologies such as Reports and Designer
  • Create Packages, Functions, Procedures using PL/SQL and all necessary database objects for enterprise solutions.
  • Provide assistance in Performance Tuning of any SQL queries
  • Provide solutions in Oracle Application (AR, AP, GL, Workflow, etc.), Activiti, Jasper and any other technology which SCIF would want to use in the CARE application
  • Code the programs as per the technical specifications and in accordance with the State Fund State Fund System Engineering Handbook, as well as conduct unit testing and integration testing. Integration testing often occurs with external vendors.
  • Provide Support to State Fund’s claims (CARE) applications
  • Work with the users, applications support and interact with other team members in problem resolution
  • Training and knowledge transfer to State Fund employees by the consultant resource is considered an integral part of this engagement, and the consultant resource is expected to work in a collaborative fashion with State Fund employees, and provide specific training as directed by State Fund.
  • Analyze, code, and unit test the CARE application and backend procedures and packages as per the technical specifications
  • Creating Technical Design Documents in accordance with the State Fund System Engineering Handbook.
  • Work closely with other development team members to ensure the application performance is within users expectation
  • Provide second tier application support and transfer knowledge to Production Support Team, CARE Application team, and SCIF staff.
  • Additional responsibilities are: Analyze, Research, and Fix any performance issue in the CARE application.
  • Provide day-to-day technical assistance in resolving CARE production problems.
  • Transmitting Data externally to vendors and resolving any issues with respect to data transfers and receipt of data.
  • Provide more in-depth analysis, diagnose, repair or enhance CARE production application.
  • Follow the processes and methodologies contained in State Fund System Engineering Handbook, as well as complete assigned tasks within a reasonable time frame under the supervision of a manager.
  • Provide test plans and validate test results.
  • Be able to work independently and be a team lead.
  • Provide suggestion on performance improvement opportunity on CARE application.
  • Resolve performance issues as needed.
  • Mentor staff members in programming and problem resolution

Special Requirements

The successful candidate must reside in California upon appointment.

The person should possess the following technical skills and experience:

  • Be proficient in PL/SQL - Back end programming and expertise in the following:
    • Packages
    • Procedure
    • Functions
    • Autonomous Procedures
    • Handling Arrays
    • Make TAPI changes
  • Strong knowledge of SQL Tuning -
    • How to trace the SQL processing
    • How to convert the tracing into readable format ( tkprof )
    • How to interpret the trace report
    • Understand the causes and fix the problems
  • Candidate should know how to generate modules out of Designer
    • How to attach libraries in Designer
    • How to attach template form in Designer
    • Use of Object Library in Designer
    • How to do post generation using Forms
    • How to access RON in Designer
    • How to look for attributes
    • How to look for the values of domains
    • How to look for the existing indexes attached to the entities
    • Some knowledge with J2EE development, Java, JDeveloper and Oracle 10g is preferred.
