Senior Investment Officer - Global Equity

The Senior Investment Officer – Global Equity is responsible for allocating and overseeing Global Equity’s investments, developing and implementing strategic objectives, and directing, supervising and developing staff. The Senior Investment Officer – Global Equity works with the Chief Investment Officer (CIO) and other senior State Board of Administration (SBA) staff to fulfill the objectives of the organization. The Senior Investment Officer – Global Equity reports to the Chief Investment Officer (CIO).

The successful candidate will possess a demonstrated ability to lead a productive team, communicate effectively, collaborate with peers, make critical decisions timely and produce and evaluate detailed analytical reports and performance and risk metrics. A scenario fact pattern may be provided to prospective interviewees to be discussed during the interview.

Supervises the implementation of the Global Equity aggregate portfolio

• Allocates workflow and sets priorities of staff and Global Equity consultants
• Supervises the manager selection process, the manager monitoring process, internal management, and the trading function
• Structures investments to achieve long-term return objectives
• Recommends new manager fundings, new investment programs and manager terminations
• Manages liquidity raises to meet beneficiary payments and asset allocations
• Operates asset class within portfolio guidelines and risk budget parameters
• Oversees selection of and contracting with service providers and ongoing implementation of systems
• Identifies opportunities for increased cost and resource efficiencies

Collaborates with the CIO, Deputy Executive Director, SBA staff, Global Equity staff, and the asset class consultant

• Discusses and develops strategic reviews, policies, and annual workplan
• Discusses issues and explores opportunities to improve the implementation of the Global Equity portfolio and SBA’s aggregate investment portfolio
• Collaborates with Senior Investment Officers on differentiated or cross-asset class investment opportunities
• Provides input, as necessary, on use of liquidity portfolios for risk management or hedging
• Serves as an active member of various SBA oversight and leadership groups

Ensures Global Equity reporting and analytics are accurate, informative and timely

• Works closely with Financial Operations, Investment Policy and Asset Allocation, the Master Custodian, and the asset class consultant
• Evaluates the drivers of risk and return within the asset class
• Manages the development or acquisition of analytical platforms that support informed investment decisions

Facilitates efforts to support the SBA’s control environment

• Works actively and constructively with Risk Management & Compliance, Office of Internal Audit, the Inspector General, and all applicable auditors
• Maintains up-to-date asset class procedures

Ten years of related experience, with five years of the related experience in a supervisory role. A postsecondary degree may be used as an alternative for years of direct experience

Preferences:

A bachelor's degree from an accredited college or university in business, finance, economics, mathematics, accounting, engineering, or a related field

Knowledge, Skills and Abilities:

• Strong knowledge and skills associated with oversight of external managers, fund of funds portfolio construction and risk management techniques
• Strong analytical and quantitative skills, with comprehensive knowledge of finance, investment concepts, and global financial markets, with particular focus on equity and foreign exchange market places
• Good oral and written communication skills, including the ability to develop and deliver presentations
• Skill in developing performance analysis, including attribution of fund performance, and to interpret risk analyses
• Skill in interpreting quantitative performance and risk data to make complex decisions
• Ability to work independently and collaboratively, and oversee and direct Global Equity staff and external managers
• Ability to interpret quantitative performance and risk data to make complex decisions
• Ability to manage, mentor and motivate staff to meet organization goals and objectives
• Intellectual curiosity, critical reasoning skills and interest in the equity markets
• Travels periodically to various locations throughout the U.S. and internationally. Involves work outside of normal business hours and working remotely to maintain contact with others and normal office-related duties
