Position Title: Executive Director of Student Services    

 

Term of Employment: Full-Time; 12 months

Reports To: Superintendent

 

Pay Information: State Salary Scale

 

 

General Statement of Job

Oversees the Student Services areas including, but not limited to, Social Workers; School Nurses; health programs/issues; Safe and Drug-Free Schools Program; outside agencies; counseling services; homeless education; student/parental concerns; Title IX, grievances; student transfers; district athletics; safety and other duties as assigned.

 

Essential Job Functions

  • Facilitate parent/student grievances
  • Facilitate the district’s Title IX process
  • Serve the Central Office liaison for 504 plans (provide training and monitor compliance)
  • Work with Crisis Intervention Plans/Teams
  • Supervise and evaluate School Social Workers and Nurses
  • Coordinate counselor meetings
  • Supervise and evaluate Director of Safety
  • Facilitate staff training in regards to health issues
  • Complete all necessary paperwork dealing with DPI reports (Violence and discipline data, driver’s license revocations, dropout reports, safe school reports, and others as deemed necessary)
  • Coordinate programs with the Health Department and Social Services
  • Serve as the liaison with DSS, Mental Health groups, Health Department, Juvenile Justice/Probation Offices, Court System, Atrium Health- Stanly, and other community agencies
  • Facilitate student transfers, guardianship, domicile determination, suspensions, etc.
  • Coordinate the School Health Advisory Council
  • Write grants
  • Archive of student records
  • Monitor fund balances of assigned programs and related financial activity for the purpose of ensuring the allocations are accurate and expenses are within budget limits and/or fiscal practices are followed
  • Define and oversee the athletic programs and activities; work with school principals on best implementing the programs at each school; continuously review the programs and determine the need to add or delete activities
  • Develop and assist athletic program staff; assist principals in hiring staff, athletic directors, coaches, etc.; identify and/or provide staff development opportunities; maintain constant contact with principals, district coaches, and athletic directors to provide guidance, assist with activities when requested, share information about successful programs, and monitor the effectiveness of the overall programs; ensure the athletics division adheres to School Board and State policies
  • Establish and maintain relationships with organizations such as the North Carolina High School Athletic Association, the North Carolina Coaches Association, community-based sports advocates, etc. to enhance the effectiveness and support of the athletic programs
  • Maintains appropriate records of scheduled events, coaching assignments, student activities; processes extended employment contracts for school personnel performing extra duties related to the athletic programs and student activities
  • Frequently attend evening athletic events and activities for the school system
  • Maintain various records and statistics; create annual reports to fulfill state and local requirements
  • Any and all other duties as assigned

 

Knowledge, Skills and Abilities

  • Comprehensive knowledge of school administration principles, practices and procedures 
  • Comprehensive knowledge of student service principles and practices and administrative hearing techniques
  • Ability to develop and present ideas effectively both orally and in written form
  • Ability to establish and maintain effective relationships with school officials, school administrators, parents, associates and the general public
  • Ability to work independently and problem solve challenging situations

 

Minimum Training and Experience

  • Master’s degree with administrative certification
  • Successful administrative experience
  • Strong analytical and communication skills
  • Strong organizational and interpersonal skills

 

Minimum Qualifications or Standards Required to Perform Essential Job Functions

  • Physical Requirements: The work regularly requires standing and walking around the classroom and school campuses. It requires the ability to communicate effectively using speech, vision and hearing. The work requires the use of hands for simple grasping and fine manipulations. The work often requires bending, squatting, reaching, with the ability to lift, carry, push or pull light weights and rarely, the lifting of weights above 30 pounds. The work occasionally handles/works with biohazards and/or risks for potential job-related injury, such as those found in a laboratory or shop environment. The work requires occasionally driving automotive equipment. 
  • Data Conception: Requires the ability to compare and/or judge the readily observable, functional, structural or composite characteristics (whether similar or divergent from obvious standards) of data, people or things.
  • Interpersonal Communication: Requires the ability to speak and/or signal people to convey or exchange information. Includes giving and/or receiving instructions, assignments or directions.  Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress and when confronted with emergency situations.
  • Language Ability: Requires the ability to read and prepare a variety of correspondence, reports, forms, evaluations, articles, proposals, contracts, policies, handbooks, budgets, etc., using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style. Requires the ability to speak before groups of people with poise, voice control and confidence.
  • Intelligence: Requires the ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions; to interpret an extensive variety of technical instructions in mathematical or diagrammatic form; and to deal with several abstract and concrete variables.
  • Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to give oral and written instructions. Must be able to communicate effectively and efficiently in a variety of technical or professional languages including educational and legal terminology.
  • Numerical Aptitude: Requires the ability to utilize mathematical formulas; to add and subtract; multiply and divide; utilize decimals and percentages; and to apply the principles of descriptive statistics, statistical inference and statistical theory.
  • Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape.
  • Motor Coordination: Requires the ability to coordinate hands and eyes rapidly and accurately in using office equipment.
  • Manual Dexterity: Requires the ability to handle a variety of items such as office equipment and hand tools. Must have minimal levels of eye/hand/foot coordination.
  • Physical Communication: Requires the ability to talk and hear: (Talking: expressing or exchanging ideas by means of spoken words. Hearing: perceiving nature of sounds by ear.) Must be able to communicate via telephone.
