The Revenue Collection Specialist I performs administrative work in support of an operating section of the Treasurer’s Office. The areas of responsibilities include routine cashiering and accounting, customer service, delinquent collections, and/or supporting DMV Select services and transactions. Does related work as required. Work is performed under regular supervision.

 

The Revenue Collection Specialist I position is part of Stafford County Treasurer’s Office Career Ladder. Advancement is based on demonstrated proficiency in performing the assigned functions, demonstration of core competencies, completion of required classes, and is at the discretion of the Treasurer.

This Revenue Collection Specialist position is assigned to the Delinquent Court Fines and Fees division. It is a contractual position, established by an annual agreement between the Commonwealth Attorney and the Treasurer.

The hiring salary for this position is $20.21/hour to $27.79/hour based on experience.
The full salary range for this position is $20.21/hour to $35.37/hour to provide opportunity for growth and development.
  • Performs routine cashiering and financial transactions, receiving large sums of money from fees, taxes, permits, licenses, bills, fines, tickets, or other sources and operating electronic cash register and other office equipment;
  • Accurately processes and verifies daily deposits and transaction activity;
  • Receives, opens, and prepares mail for processing;
  • Processes incoming and outgoing mail, billings and payments; stuffs envelopes, pulls bills, sorts mail, performs mail distribution, and helps prepare routine forms;
  • Sorts payments in specific categories in order to prepare them for processing on the remittance processor;
  • Responsible for the preparation, scanning, and indexing of all financial record documents to ensure the timely and accurate availability to the County;
  • Answers the telephone and greets walk-in customers; assists customers with tax account and general information; refers them to other personnel as appropriate;
  • Provides in-person customer service to delinquent County taxpayers and debtors;
  • Researches and resolves routine problems with taxpayer's accounts;
  • Explains tax policies and regulations to customers;
  • Processes dog license applications, payments and vaccination forms, and issues County dog licenses;
  • Composes and prepares correspondence, memos, and other routine documents;
  • Appropriately refers unusual and complex inquires and issues to supervisor;
  • Releases DMV registration holds after verifying payment either in person or through the online dashboards;
  • Verifies, analyzes, and communicates with taxpayers regarding their account status in the Debt Set Off and DMV Systems;
  • Assists the Tax Enforcement Division in the collection functions of the department by routing calls to and by bringing to the attention of the appropriate personnel for set off debt, elderly tax relief, disability tax relief, to remove Department of Motor Vehicles (DMV) stops, and/or to stop a collection letter;
  • Performs related tasks as required.
  • Knowledge of modern office practices and procedures, including the handling and accounting of large sums of money and handling of cash safely and securely;
  • Some knowledge of clerical bookkeeping and reconciliation practices;
  • Basic working knowledge of tax law, rates, billing and cashiering systems, pro-ration, and Personal Property Tax Relief Act (PPTRA);
  • Proficient in operating computers and office machines and in navigating software such as Microsoft Office Suite;
  • Reading comprehension to read standard business English;
  • Excellent customer service skills with the demonstrated ability to interact patiently with customers;
  • Problem solving skills to apply standard procedures to clearly defined problems;
  • Ability to maintain financial records and to prepare routine reports and statements;
  • Ability to maintain the integrity of confidential and/or time sensitive information or processes;
  • Ability to use a variety of popular office machines, including a computer terminal, copier, mail machines, calculator, and facsimile machine;
  • Ability to type accurately at a moderate rate of speed;
  • Ability to read billing statements, account records, codes, manuals, etc.;
  • Ability to verify documents and forms for accuracy and completeness;
  • Ability to communicate clearly, effectively, and tactfully with the public;
  • Ability to understand and follow oral and written instructions;
  • Ability to write legibly and skills to record information and prepare routine correspondence;
  • Ability to adjust communication styles;
  • Ability to relate to clients and adaptable to perform under stressful conditions;
  • Ability to utilize mathematical formulas; to add and subtract totals; to multiply and divide; and to determine percentages and decimals.

Any combination of education and experience equivalent to High School Diploma or equivalent and one (1) to two (2) years of experience in cashiering, customer service, accounting, and/or secretarial work.
