About the role
The Senior Contract Specialist I independently manages a portfolio of moderately complex to complex contract actions and supports higher-complexity source selections under the direction of MCC Contracting Officers and the Site Director. The role emphasizes quality documentation, customer service, and practical process improvements to accelerate procurements while maintaining compliance.
Core responsibilities
- Perform full lifecycle contracting support: acquisition planning, solicitation development, evaluation documentation support, award documentation, modifications, and closeout support.
- Assist customers in developing statements of work and procurement strategies; develop evaluation plans, pricing methodologies, and contract administration approaches.
- Apply cost/price analysis techniques to support IGCEs and evaluation of vendor quotes/proposals; document rationale clearly and defensibly.
- Execute and negotiate modifications; coordinate reviews with legal, finance, and program stakeholders.
- Support contract administration activities, including performance monitoring and invoice/payment workflow coordination as required.
- Implement acquisition innovation techniques to reduce timelines and improve outcomes, consistent with MCC direction.
Minimum qualifications (required)
- Education: Bachelor's degree AND 24 semester hours in business-related fields (e.g., accounting, business, finance, law, contracts, purchasing, economics, etc.).
- Experience: 4 years of direct Federal contracting experience, including at least 1 year of specialized experience comparable to the GS-12 level.
- Ability to obtain/maintain MCC fitness determination (Public Trust) and MCC Photo ID Badge.
Preferred qualifications
- FAC-C (Professional) or DAWIA Contracting (Professional) (or comparable NCMA CFCM/CPCM).
- Experience with FAR Parts 12, 13, and 15 procedures and strong negotiation support skills.
- Working proficiency with Oracle CLM (or similar CLM), FPDS, SharePoint, and MS Office; familiarity with G-Invoicing is a plus.
