Federal Construction Instructor Facilitator — Senior SME (1099)
Location: Remote (virtual delivery) with occasional on‑site delivery (quarterly travel possible)

Role summary
Senior Instructional Subject‑Matter Expert (SME) focused exclusively on federal construction and A/E contracting whose primary duty is training delivery. You will prepare, deliver, and assess scenario‑based construction training that converts FAR/DFARS/agency policy and field practice into practical skills, checklists, and job aids for contracting officers, CORs, engineers, and program managers.
Primary responsibilities — training first
Deliver training (primary duty): Lead live virtual classes and in‑person workshops; facilitate breakout groups, tabletop exercises, and hands-on practical labs that simulate real construction projects.
Assess & certify learners: Provide remediation and one‑on‑one coaching for warranted COs, CORs, and engineers.
Agency tailoring & compliance: Integrate agency construction supplements and standards (USACE, NAVFAC, AFCEC, VA, GSA) and advise on audit‑ready documentation.
Continuous improvement: Collect learner feedback, track outcomes, and update materials for regulatory or policy changes.
Required construction experience (non‑negotiable)
6 years direct federal construction or A/E contracting experience with both pre‑award and post‑award responsibilities.
Demonstrated experience managing construction portfolios, construction surveillance, or serving as COR/CO on construction projects.
Practical, working knowledge of FAR Part 36, construction clauses, and construction‑specific DFARS/agency supplements.
Experience with A/E selection, design‑build delivery, QA/QC, inspection, progress payments, retainage, and claims avoidance.
Proven ability to convert construction practice into scenario‑based training and facilitation.
Comfortable delivering virtual training (Teams, Zoom, Adobe Connect) and traveling occasionally for on‑site delivery.
Preferred signals of top candidates
Warranted contracting officer experience on construction portfolios.
Prior experience with USACE, NAVFAC, AFCEC, VA, GSA or other agencies construction programs.
Documented instructor hours or formal instructor certification.
DAWIA/FAC‑C, PMP, or construction‑related certifications.
Experience developing training for both DoD and civilian agency audiences.
Experience attending or instructing or both of any of the following classes:
