About the role
The Contract Specialist supports MCC acquisition operations by developing compliant acquisition documentation, supporting competitive and simplified procurements, and performing contract administration tasks under the oversight of MCC Contracting Officers and senior specialists.
Core responsibilities
- Prepare solicitations, awards, modifications, and supporting documents pursuant to applicable laws, regulations, and MCC procedures; maintain complete and accurate electronic contract files.
- Support market research, acquisition planning, and evaluation documentation; serve as a central point of contact to respond to routine inquiries from internal/external stakeholders.
- Apply price/cost analysis techniques to support solicitations and evaluation of quotes/proposals; assist with negotiation preparation as assigned.
- Support contract administration activities (performance monitoring support, verification of deliverables, invoice/payment coordination) and closeout activities.
- Implement acquisition innovation techniques as directed to promote efficiency and reduce timelines.
- As required by MCC demand: support Federal financial assistance actions and/or interagency agreement processing (G-Invoicing/7600A/7600B).
Minimum qualifications (required)
- Education: Bachelor's degree OR 24 semester hours in business-related fields (e.g., accounting, business, finance, law, contracts, purchasing, economics, etc.).
- Experience: 2 years of direct Federal contracting (or closely related) experience, including at least 1 year of specialized experience comparable to the GS-11 level.
- Ability to obtain/maintain MCC fitness determination (Public Trust) and MCC Photo ID Badge.
Preferred qualifications
- FAC-C (Professional) or DAWIA Contracting (Professional) (or comparable NCMA CFCM/CPCM).
- Strong writing skills and customer service orientation; ability to manage multiple actions concurrently and meet deadlines.
- Working proficiency with Oracle CLM (or similar CLM), FPDS, SharePoint, and MS Office.
