The Office for Family Independence (OFI) seeks to hire a temporary highly qualified Program Analyst to support the implementation of federal Medicaid policy changes enacted under HR1 (Public Law 11921, July 2025), specifically providing insight and oversight to Program Management around the development and implementation of the community engagement requirements. The person in this role should be practiced at offering strategic policy recommendations and making decisions of broad scope and complexity in a clear, concise, and timely manner. Strong organizational, research, project management, and writing skills are necessary. Other duties include:
Specific qualifications needed to perform the job including, necessary licenses, knowledge, skills, education, experience, training, and technical skills.
A minimum of a bachelor's degree in social services or a similar area (public policy, public administration, political science, or a related field). Equivalent related experience may be substituted for education on a year-for-year basis.
At least 4 years of related work experience (in project management, legislative analysis, or public policy, public sector operations/administration, or comparable).
Knowledge of general state government structure, regulatory rulemaking, policy and program development, and legislative processes. Preference should be given to those with Maine specific knowledge and experience.
Preference should be given for knowledge and experience with other OFI programs to ensure alignment wherever possible between MaineCare community engagement, SNAP and TANF work requirements.
Well-developed project management skills, including planning, risk analysis, and timeline management.
Ability to interpret and communicate technical policy/regulatory information to non-technical audiences.
Strong analytical, research, oral and written communication skills.
Ability to manage multiple deadlines and shifting priorities in a dynamic environment working closely with multiple individuals in leadership roles.
Excellent interpersonal communication skills and the ability to lead cross-functional teams.
Duties and Deliverable (Outline of specific job duties)
Specific duties required of the resource, as well as any expected deliverables, including necessary travel expectations.
Research and provide an analysis of technology and operational solutions to aid in the implementation of Medicaid community engagement requirements.
Research national best practices and propose approaches for development, implementation, evaluation and adjustment to the Department.
Act as a task coordinator to drive towards agreed upon timelines with the Department team.
Coordinate efforts within the Department to develop and execute strategies that support compliance.
Develop and present monthly project status reports that will be shared with management, Department leadership, and other stakeholders upon request.
Schedule
Summary of work schedule, including normal working hours, on-call expectations, allowed time off (which is non-billable), ability to work remote.

- Provide high quality research and analysis of policies that impact OFI at the federal and state level and provide written memos, reports and presentations to leadership.
- Advise DHHS and OFI leadership on policies and emerging opportunities related to key initiatives.
- Assist in the development of policy and operational initiatives to minimize unnecessary shifts in enrollment among eligible populations
- In coordination with the Senior Program Manager, lead the implementation of new policies and initiatives with OFI eligibility and operational teams
- Develop resources and educational materials to help stakeholders understand and follow eligibility rules and regulations
- Create and maintain policies and procedures documentation
- Work directly with the Office of MaineCare Services and other offices as needed to increase collaboration across our offices and programs

- This is a full-time temporary position. The normal work schedule will be Monday through Friday, 8:00 AM to 5:00 PM, with a one-hour unpaid lunch period. Flexible scheduling within standard business hours will be permitted.
- This position is eligible for fully remote or hybrid telework, dependent on the preference of the selected candidate.
- There are no on-call expectations for this role. Work outside of normal business hours is not anticipated.
- Leave time, including vacation, sick time, and holidays, will follow standard policy and must be pre-approved when applicable. All approved leave time is non-billable.
