This technical position primarily supports the Medical Examiner’s Office (MEO) while also serving as a backup and support resource for the Emergency Operations Center (EOC)/911 Communications and providing support to the Board of County Commissioners (BOCC) as needed. The Desktop Analyst II provides advanced technical support for desktops, laptops, tablets, printers, specialized applications, and associated infrastructure supporting forensic, medical, public safety, and County operations. The position is responsible for maintaining secure and highly available computing environments that support forensic investigations, emergency response, and continuity of operations. This position is designated Priority One for County emergencies and may require work outside normal business hours, including participation in emergency activations, disaster recovery operations, standby rotations, and on-call support.

Technical Support & Troubleshooting:

  • Serve as the primary IT support resource for the Medical Examiner’s Office while providing backup and support for the Emergency Operations Center, 911 Communications, and other assigned public safety operations.
  • Provide advanced support for desktops, laptops, tablets, printers, specialized software, and related peripherals supporting public safety, forensic, medical, and County operations. 
  • Troubleshoot workstation, application, network connectivity, and peripheral issues affecting MEO operations, emergency dispatch, forensic operations, and assigned County business functions.
  • Coordinate with vendors and internal IT teams to minimize downtime of critical public safety and forensic systems.

System Administration & Security:

  • Support compliance with CJIS Security Policy requirements, including secure workstation configurations, access controls, and audit readiness. 
  • Assist with NG911 cybersecurity initiatives and implementation of security best practices for Emergency Services IP Networks (ESInet). 
  • Support role-based security, account provisioning, endpoint protection, patch management, and vulnerability remediation. 
  • Maintain security of sensitive criminal justice, medical examiner, and protected County information. 
  • Assist with Local Agency Security Officer (LASO) responsibilities, including hardware inventory, user access management, security documentation, and audit preparation as assigned.

Project & Vendor Coordination:

  • Collaborate with vendors and IT peers to resolve critical issues and implement specialized public safety, forensic, and medical systems. 
  • Assist with procurement, asset tracking, and inventory management for MEO, BOCC, EOC, and other assigned public safety technology assets and environments.
  • Support planning and execution of technical projects, system upgrades, deployments, and lifecycle replacements.

Emergency Response & Disaster Recovery:

  • Participate in 24/7 emergency standby rotations supporting County emergency operations. 
  • Provide technical support during Emergency Operations Center activations, hurricanes, disasters, planned events, and emergency exercises as assigned. 
  • Respond to critical system outages affecting MEO operations, emergency dispatch, forensic operations, or County emergency response.
  • Assist with disaster recovery planning, business continuity, and Continuity of Operations (COOP) activities. 
  • Provide technical support at alternate County emergency facilities or other designated locations as operational needs require.

Mission-Critical Public Safety Systems:

  • Provide backup and support for CentralSquare Computer-Aided Dispatch (CAD), Mobile Data Terminal (MDT) infrastructure, emergency communications systems, and related public safety applications. 
  • Maintain specialized Medical Examiner and forensic systems and assist with emergency management systems utilized by the EOC.
  • Coordinate software upgrades, testing, vendor maintenance, and lifecycle support for critical public safety technologies. 
  • Assist in maintaining the availability, security, and performance of systems supporting law enforcement, fire rescue, emergency management, Animal Safety, and Medical Examiner operations.

Audio-Visual & User Training:

  • Set up and maintain AV equipment for meetings, training sessions, emergency briefings, and operational coordination activities. 
  • Deliver user training and technical guidance related to public safety, forensic, medical, and other supported County applications. 
  • Maintain technical documentation and standard operating procedures in compliance with operational, legal, and procedural requirements.

PHYSICAL REQUIREMENTS: The position requires the ability to sit, stand, and walk for extended periods. It involves frequent use of hands and fingers for typing, writing, and operating office equipment. Occasional lifting of objects up to 25 pounds may be necessary. The role also requires the ability to communicate effectively both verbally and in writing and may involve attending evening and weekend meetings as required. Prolonged computer use may pose a risk for eye strain or repetitive motion injuries

ENVIRONMENTAL CONDITIONS AND WORK HAZARDS: The work environment is primarily office-based, with occasional field visits to various sites. Employees may be exposed to typical office conditions, including computers, printers, and office equipment. During site visits or meetings, there may be occasional exposure to outdoor environments. The role may involve stress due to project deadlines, public interactions, and complex problem-solving. Prolonged computer use can also lead to eye strain and repetitive motion injuries.

As a requirement of County employment, County employees are subject to being required to remain at work during an event, respond to a recall immediately following an event and/or immediately reporting to work when an all clear is declared by the County Administrator.  During these types of events, County employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location, and work schedule to fit the needs of the County and its citizens.

  • High school diploma or equivalent (GED) required.
  • Bachelor’s degree in Computer Science, Information Technology, or a related field preferred.
  • Three (3) years of desktop support, systems administration, or technical support experience, preferably supporting public safety, emergency communications, healthcare, forensic, or other mission-critical environments.
  • Equivalent training, certifications, or experience may be considered in place of preferred degree.
  • Valid Florida Driver’s License with a good driving record.
  • Preference for CompTIA certifications (e.g., A , Network , Security ).
  • Knowledge of Microsoft .NET, SQL databases, IIS, networking concepts, endpoint management, and cybersecurity best practices. 
  • Experience supporting enterprise applications, integrated public safety systems, and specialized forensic or medical software preferred. 
  • Familiarity with CJIS Security Policy requirements, NG911 technologies, emergency communications infrastructure, and disaster recovery principles preferred. 
  • Ability to troubleshoot public safety, forensic, medical, and secure communications systems and applications.
  • Must be available during emergencies and natural disasters on short notice.
  • This position may require evening and weekend work, sometimes with little advanced notice.
Pay Grade G204

Driving Position – Operating County vehicles and/or equipment is a primary function of this position.  

PRE-EMPLOYMENT SCREENING: This position requires a physical, drug testing, driver's license verification and level 2 background screening which includes fingerprinting.
