Scope of Service
The Contracting & Inspections Specialist plays a supporting role in the Prop NS Program in seeing that activities are implemented in a manner consistent with the program’s purpose and goals. This work will consist of working under the direction of the Prop NS Program Manager and alongside the Program Specialist to assist with the regular functions of day‑to‑day program operations. The Contracting and Inspections Specialist’s work will include, but is not limited to: performing site inspections of potential and ongoing Prop NS projects; preparing scopes of work and bid packages; collaborating with the City of St. Louis’ Building Division, Comptroller, and contractors; and helping produce reports and public‑facing communications that advance Prop NS goals.
Key Responsibilities
- Manage stabilization projects through the City of St. Louis’ Building Division project management platform, as well as other databases.
- Schedule and conduct inspections with Prop NS staff; assess building structural stability, document required work, and collect photos.
- Draft scopes of work and cost estimates based on inspection findings and coordinate with Prop NS staff to finalize Building Rating Forms.
- Attend advisory committee meetings to address questions or comments from committee members to help inform their recommendations.
- Prepare bid packages using inspection scopes and photographs and post on the City’s project management platform.
- Review bids received and document selection rationale; verify contractor insurance, tax compliance, licenses, and workers’ compensation prior to award.
- Upload contracts and award documentation to shared drives and update project status on City’s project management platform and internal databases
- Coordinate contractor start‑up and ongoing communication between contractors, Prop NS inspectors, and district inspectors.
- Conduct progress inspections at 50% and 100% completion to verify work and resolve issues.
- Manage invoicing and payment documentation (upload invoices and lien waivers received from contractors, and forward to Comptroller’s office along with certificate of inspection for payment processing) and monitor completion of payment processing.
- Document completed stabilizations with walkthroughs and photographs for promotional materials.
- Attend community meetings to engage residents, gather input, and inform program practice.
- Serve as a point of contact for inquiries from contractors or prospective contractors, and purchasers or prospective purchasers.
- Prepare reports for the Prop NS Stabilization Advisory Committee (SAC), LRA Commission, SLDC leadership, and public audiences.
Qualifications
- Bachelor’s degree in construction management, architecture, engineering, or a related field; equivalent experience may be considered.
- Experience with project management, including scoping work, construction management and contractor oversight.
- Familiarity with municipal processes and collaboration with city departments.
- Proficiency with project management platforms, databases, and shared drives.
- Ability to conduct site visits and diligently document inspections and work progress.
- Knowledge of building safety standards and stabilization practices.
- Strong communication skills.
- Ability to build trust and maintain relationships with partners and the public.
- Strong organizational skills with the ability to manage multiple projects simultaneously.

Salary : $58,000 - $73,000
