About the Position

The St. Joseph Safety and Health Council is seeking a SATOP Instructor to join our team on a part-time basis.

  • The SATOP Instructor provides educational instruction and facilitates assigned programs within the Missouri Substance Abuse Traffic Offender Program (SATOP), including the Offender Education Program (OEP) and Weekend Intervention Program (WIP).
  • This is an instructional position for someone who enjoys working with adults, leading group discussions, and helping participants understand personal responsibility, decision-making, and the consequences of alcohol and drug use and impaired driving.
  • The successful candidate will work closely with the SATOP Coordinator and other St. Joseph Safety and Health Council staff to ensure programs are conducted professionally, consistently, and in compliance with applicable Missouri requirements and organizational policies.
  • This position is focused on instruction and facilitation and does not have primary responsibility for the overall administration, certification, or management of the SATOP program.

What You'll DoInstruction & Facilitation

  • Independently facilitate the Missouri Offender Education Program (OEP), a 10-hour educational program, using the current approved curriculum and in accordance with Missouri Department of Mental Health requirements.
  • Assist the SATOP Coordinator with facilitating the Weekend Intervention Program (WIP), a 20-hour Level II program, as assigned and scheduled.
  • Deliver current, approved OEP and WIP curriculum in accordance with Missouri Department of Mental Health and applicable regulatory requirements.
  • Use approved educational materials, presentations, videos, group activities, discussions, and other instructional methods.
  • Present information regarding:
  • The effects and consequences of alcohol and drug use
  • Impaired driving
  • Personal responsibility
  • Decision-making
  • Behavioral issues related to substance use and impaired driving
  • Lead group discussions and activities designed to promote participant involvement, self-awareness, personal responsibility, and positive behavioral change.
  • Create and maintain a professional, respectful, supportive, and educational learning environment.

Participant Management

  • Maintain a safe, respectful, confidential, and productive learning environment free from discrimination.
  • Monitor participant attendance, participation, conduct, and compliance with program requirements.
  • Follow established procedures when a participant appears to be under the influence of alcohol or drugs or presents a safety or program-conduct concern.
  • Maintain appropriate professional boundaries and ethical standards in accordance with Missouri Credentialing Board guidelines.
  • Protect the confidentiality of participant information and records.

Documentation & Compliance

  • Maintain accurate and timely participant records, including attendance, testing, evaluations, incidents, and other required documentation.
  • Complete all required instructor documentation accurately and promptly.
  • Immediately communicate significant participant issues, incidents, or concerns to the SATOP Coordinator, Office Manager, or Executive Director.
  • Follow Missouri Department of Mental Health, Missouri Credentialing Board, and St. Joseph Safety and Health Council requirements and policies.

Communication & Professional Responsibilities

  • Maintain effective working relationships with the SATOP Coordinator, SJSC staff, instructors, participants, and others associated with the SATOP program.
  • Attend required staff meetings, instructor meetings, training sessions, and other meetings as requested.
  • Represent the St. Joseph Safety and Health Council in a professional manner at all times.

  • Is comfortable addressing inappropriate or disruptive participant behavior when necessary.
  • Is committed to helping individuals develop greater self-awareness, personal responsibility, and positive behavioral change.

Required Qualifications

Applicants must meet one of the following credentialing pathways:

  • MAADC II with the ability and willingness to obtain the required SATOP Qualified Instructor (SQI) credential;
  • SATOP Qualified Instructor (SQI); or
  • SATOP Qualified Professional (SQP).

Candidates hired based upon their MAADC II credential must obtain and maintain the required SQI credential within the timeframe established by the Missouri Department of Mental Health and/or Missouri Credentialing Board.

Additional requirements include:

  • Must be free from current substance misuse and capable of fulfilling all instructional duties responsibly.
  • Must successfully pass a pre-employment drug test.
  • Must successfully pass a background check.
  • Must be willing and able to comply with all applicable Missouri SATOP, Missouri Department of Mental Health, Missouri Credentialing Board, and St. Joseph Safety and Health Council requirements.

Compensation & Employment

Position: SATOP Instructor
Employment Type: Part-Time
Pay: $20.00 per hour
Location: St. Joseph Safety and Health Council, St. Joseph, Missouri
Benefits: This is a part-time position and does not include benefits.

Program schedules will vary based on OEP and WIP programming and the needs of the St. Joseph Safety and Health Council.
