St. James Parish Government is hiring a Permitting and Planning Clerk II under the Operations Department.
JOB FUNCTION: To perform the administrative functions of the St. James Parish Permitting and Planning department. Provides secretarial and clerical support for the Permitting Supervisor. This position is non-safety sensitive and is classified as essential during declared emergencies or natural disasters. This position is also non-exempt from the payment of overtime as defined by the Fair Labor Standards Act. Individuals in this class are able to complete the majority of their duties with a minimum amount of supervision and within a 40 hour work week. Salary based on experience.
ESSENTIAL DUTIES AND RESPONSIBILITIES: Includes any combination of the following illustrative examples of duties and responsibilities including but not limited to:
· Processes and maintains records for the parish Permitting and Planning department
· Operates equipment utilized in the records processing and daily activities of the Permitting and Planning office, which requires skill and dexterity in the manipulation of an alphabetic and numeric keyboard
· Interprets, applies, and makes independent decisions on eligibility factors and determines compliance/non-compliance for parish permitting and planning ordinances, especially Chapters 18, 54 & 106
· Assists with design and developmental formats and procedures to produce new types of documents, reports, manuals, and other material
· Prepares daily and monthly reports of activities and performance as required
· Interviews applicants for developmental permits and reviews applicants’ documents to determine the eligibility for permitting and issues proper permit
· Assists with maintaining and processing records for enforcement of parish ordinances
· Other duties as assigned

EDUCATION and/or EXPERIENCE: High School diploma or general education diploma (GED) with 3 years of experience involving data entry duties or 5 years of clerical experience involving typing.
MATHEMATICAL SKILLS: Ability to add, subtract, and divide in all units of measurement using whole numbers, common fractions, and decimals.
REASONING ABILITY: Ability to define common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
CERTIFICATES, LICENSES, REGISTRATIONS: Must possess a valid Louisiana Driver’s License, (class “E”) and have an acceptable driving record.
OTHER SKILLS AND ABILITIES:
· Operate various types of office equipment and use various types of computer software (e.g. copy machine, calculator, word processor, spreadsheet, etc.)
· Have excellent public relations and customer service skills
· Ability to collect and distribute cash accurately.
