The incumbent Licensed Professional Mental Health Counselor (LPMHC) and is assigned to the St. Cloud VAHCS Mental Health Integrated Clinical Community (MH ICC)-Suicide Prevention. The Suicide Prevention LPMHC will function as a coordinator for care of Veterans at suicide risk and advisor to all VA staff concerning prevention strategies for individual Veterans and the Veteran community as a whole.




Qualifications:

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency: LPMHCs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3.j.
  • Education: Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/.
    • NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling.
  • Licensure: Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. NOTE: It is VHA policy that a LPMHC who does not yet have a license that allows independent practice must be supervised by a licensed independent practitioner of the same discipline who is a VA staff member and who has access to the electronic health record.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations:

Licensed Professional Mental Health Counselor (Program Coordinator), GS-12:
  • Experience, Education, and Licensure: In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-11 grade level. Experience must have been in a major specialty treatment program area such as, but not limited to, Post- Traumatic Stress Disorder (PTSD), mental health intensive case management (MHICM), or other areas of equivalent scope and complexity. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency.
  • Demonstrated Knowledge, Skills, and Abilities: In addition to meeting the KSAs for the GS-11 grade level, the candidate must demonstrate all of the KSAs below:
    • In depth knowledge of the program coordinated, and demonstrated knowledge and ability to write policies procedures and or practice guidelines for the program.
    • Ability to make key decisions in the hiring and identification of top candidates.
    • Ability to provide leadership in facilitating the process of coordinating program consults, assessments, admissions, care assignments and discharges.
    • Ability to provide subject matter consultation to other colleagues and trainees within the field of counseling working on an interdisciplinary team.

Responsibilities:

CLINICIAL FUNCTIONS:
A. Conducting behavioral health and mental health biopsychosocial assessments.
B. Making sound professional judgments regarding clinical impressions, treatment approaches, and treatment planning.
C. Coordinating with internal and external professionals to ensure appropriate transitions of care and appropriate/ necessary treatment is provided/offered to Veterans.
D. Establishing and maintaining knowledge of VA and Veteran's benefits and services, community resources, and process for making appropriate referrals to community and other governmental programs or agencies.
E. Providing advocacy to overcome potential barriers to access care/services and when it is in the best interests of the Veteran
F. Assesses for signs and symptoms of abuse, neglect and exploitation.
G. Conducts practice in accordance with the VA and discipline specific ethical requirements and practices within the limits of current licensure or certification.
H. Conducts Virtual Visits in modalities preferred by patients and utilizes Consult Toolbox functions.

ADMINISTRATIVE FUNCTIONS
A. Possesses and demonstrates ability to communicate effectively, both orally and in writing with people from varied backgrounds.
B. Possesses skills in using computer systems and the internet for Veterans who choose this modality to communicate.
C. Serves on supervisor approved committees, work groups, and task forces at the local facility, VISN or national level. Collaborates in performance improvement processes and complies with performance measures as required by the VA for specific population/program.
D. Attends and participates in all required administrative and clinical meetings.
E. Maintains accurate, timely, and complete clinical records in accordance with professional practice and VA administration guidelines.
F. Maintains data and statistical compilations to comply with accreditation bodies such as CARF and Joint Commission, and VA health care systems policies and procedures.
G. Performs other duties as assigned and can, at times, assist other incumbents or perform special assignments to meet the needs of the healthcare system. The incumbent may be assigned to other areas of need in the health care system, as determined necessary by the direct supervisor and/or the Integrated Care Community (ICC) Director.

ROLE-SPECIFIC TASKS
A. Plans, organizes and directs administrative and operational activities for the SP program. Completes all activities required for a comprehensive suicide prevention program as outlined in guides, memos, or directives that pertain to the suicide prevention program functions.
B. Demonstrates the ability to provide training, orientation, consultation, and guidance within clinical specialization of practice.
C. Administers information and analytical systems to evaluate and enhance the quality of service provided to patients.
D. The SP LPMHC functions as a coordinator of care for Veterans at high risk for suicide.
E. The incumbent must have a wide range of knowledge of VAMC healthcare services, VHA benefits, VHA Directives and Policies, VAMC personnel, and resources
