Job Summary – About the Role
Manage and oversee Parks Department operations: turf/athletic field, general park maintenance, custodial support and mowing and fleet operations.

This position is well suited for someone with a friendly and positive personality who is productive and shows initiative, is an effective written and oral communicator, is reliable and safety-minded.
Working knowledge in park maintenance practices and familiarity with methods, materials, tools and equipment used in park development and maintenance work. Understanding of the principles of vehicle and equipment repair and maintenance. Budget planning and execution of public relation theory and techniques.
A four-year degree in Park and Recreation Management, Horticulture or related field is required. Four to six years of experience and some supervisory experience in parks, maintenance and administration. A valid Illinois State Driver’s License is required. Maintain current CPR/AED/First Aid Certification or obtain certification within six months of hire.
Essential Functions of the Position
Park District Competencies
- Follow all departmental safety rules that pertain to the duties performed and support all aspects of Park District’s safety and risk management program.
Work cooperatively and collaboratively with residents, colleagues, the public, PDRMA and other agencies or organizations as delegated.
Recommends improvements and efficiencies to better accomplish individual and district goals in the best interests of the St. Charles Park District community.
Comply with park district policies and administrative procedures.
Effectively communicate both orally and in writing.
Responsibilities
- Responsible for overseeing all mowing and trimming of parks, playground material resurfacing, bike paths, parking lots and road-way inspections.
- Responsible for overseeing complete care and maintenance of all outdoor athletic fields, sports courts, trash removal, special events coordination, leaf removal, snow removal, garden plots and repair and other duties as required or assigned.
- Manage west side maintenance facility, provide staff orientation training to meet needs of Park Divisions’ season to season operations and special event support.
- Provide logistic support for special events, athletic field schedules, tournament and program leagues.
- Willingly work beyond normal working hours, including week evenings and weekends when necessary.
Administrative
- Assist and keep informed the Superintendent of Parks and Planning, Deputy Director in all aspects of his/her responsibilities.
- Keep the Superintendent of Parks and Planning, Deputy Director, informed at all times of problems related to the work and changes in plans and of work completed.
- Assist the Superintendent of Parks and Planning, Deputy Director, in coordinating activities with those of other departments of the Park District.
- Assist the Superintendent of Parks and Planning, Deputy Director in long-range and weekly planning of work and in preparing the fiscal year budget. This shall also include accountability in the day-to-day administration of the budget.
- Perform varied public relations functions for the promotion of Park District programs and facilities, responding to public inquiry and/or complaints regarding Park District operations on a timely basis.
- Provide and coordinate field painting, field support, turf maintenance and data for billing to associated organizations or field rentals.
- Maintain athletic field lighting user operation system codes and provide additional trash and port-o-john service as needed.
- Notify athletic field scheduler of game cancellations due to unplayable conditions.
- Prepare and assist in bid documents for repair or replacement of areas, vehicles and equipment.
- Review and approve staff time, p-card transactions and purchase requisitions.
- Attend Park Board and Committee meetings as requested.
- Assist in the preparation, maintenance and submittal of records and reports relative to department operations and activities.
- Serve as a liaison to and work cooperatively with representatives of the community, public and private groups and organizations to provide the best possible image of the Park District.
- Organize paper and electronic records and reports.
Supervisory
- In consultation with your immediate supervisor, exercise supervisory authority and judgement on an on-going basis related to subordinate employees reporting directly to you, in matters including development of job descriptions, hiring, lay-offs, compensating within approved budgeted parameters, and, disciplinary action, up to and including termination, in compliance with Park District policies and procedures.
- Exercise independent supervisory authority and judgement on an on-going basis related to subordinate employees reporting directly to you, in matters including, but not limited to employee trainings, scheduling, assigning, directing and overseeing completion of work assignments and employee performance evaluation.
- Conduct weekly staff meetings and provide technical assistance to subordinate supervisory staff as warranted to ensure the efficient maintenance and operations of the Park District.
- Evaluate the effectiveness of his/her employees and train them to become more productive.
- Organize, plan and direct work tasks and personnel for efficient and productive work.
- Provide guidance and support to subordinate staff in the completion of their annual goals and career growth.
