What are the responsibilities and job description for the Nurse Manager Perioperative Services position at St. Charles Health System?

The Nurse Manager-Perioperative Services is responsible for the overall planning, budgeting, staffing, performance, and operation of the assigned departments in collaboration with the Director of Perioperative Services and the Chief Nursing Officer for Madras. In addition, this position provides leadership and direction for the effective and efficient functioning of the Operating Rooms, Pre-surgery, PACU, Central Processing, and Endoscopy located on the Redmond and Madras Campuses. This position directly manages the assigned caregivers such as RNs and Surgical Technicians.

Essential Functions And Duties

Oversees the operations of assigned departments to ensure smooth and efficient department operations and that resources are available in the assigned units 24/7. Collaborates with other staff members to facilitate provision of patient care. Ensures adequate departmental staffing to provide safe patient care through review of appropriate data, development, and maintenance of master schedules.

Acts as the department liaison to other hospital departments and outside entities. Attends or delegates attendance of system-wide initiatives and conferences impacting Perioperative practices. Continuously evaluate the AORN/ASPAN guidelines, the hospital’s adherence to these guidelines and implementing measures to close the gap.

Collaborates with physician leaders and the executive team in the Perioperative Service Business development, recruitment of surgeons and right-sizing surgical care.

Responsible for resource management ensuring appropriate and sufficient equipment and supplies are available. Manages staffing and scheduling (control of master schedule; ETO & LOA approval; light duty scheduling) - delegates related clerical functions to other applicable staff.

Serves as a real-time resource and assists with clinical expertise for staff with problem-solving on patient care, processes, and family issues.

Implements established Joint Commission and other regulatory body standards, policies and procedures, professional standards and legal aspects of patient care within the Registered Nurse Scope of Practice by measuring effectiveness of nursing processes, evaluating patient outcomes and adjusting care based on new data.

Reviews data to ensure proper patient care and outcomes.

Responsible for operational metrics including, identified quality, first case on time starts, room turnover, productivity and daily schedule, physician support (as conduit to director and mediation between physician and staff in director absence), OR EMS, equipment tracking (PM, and equipment needs).

Utilizes various business management tools and processes to assure efficiency and productivity by monitoring flow of the surgery schedule and utilizing various business management tools and processes.

Ensures that staffing plan is appropriate to meet patient care needs and optimal productivity and efficiency, while maintaining excellent customer service.

Demonstrates awareness of and supports St. Charles Health System’s departmental and operating unit goals through participation in continuous quality improvement and departmental activities.

Participates in activities that promote professional growth and development of self and others.

Manages the patient’s experience by clarifying, integrating, and coordinating the roles of the interdisciplinary team.

Responsible for budget development, regular monitoring, accountability and meeting all operational targets for all areas within span of control.

Hires, directs, coaches and monitors the performance of all direct reports, to develop and maintain a high performance team that meets organizational and department goals.

Monitors and ensures all direct reports are current with compliance and safety requirements. Implements and manages all organizational safety directives and goals.

Provides and oversees team’s delivery of customer service in a manner that promotes goodwill, is timely, efficient, and accurate.

Collaborates with teams to review processes and identify/implement opportunities for improvements, applying Lean principles, concepts and tools.

Creates a healing environment that supports all aspects of care, respects the wholeness of the individual, and demonstrates therapeutic presence through attitudes and behaviors that enhance the care experience for patients and caregivers.

Facilitate the growth and development of a culturally competent team in the provision of appropriate care to patients and family members who belong to diverse cultural backgrounds.

Provides and maintains a safe environment for caregivers, patients, and guests.

Complies with all applicable laws, regulations, policies, and procedures, supporting the organization’s corporate integrity efforts by acting in an ethical and appropriate manner, reporting known or suspected violation of applicable rules, and cooperating fully with all organizational investigations and proceedings.

May perform additional duties of similar complexity within the organization, as required or assigned.

Education

Required: Graduate of an accredited school of nursing. BSN.

Preferred: Master’s degree in Nursing

Licensure/Certification/Registration

Required: Current licensure with the Oregon State Board of Nursing. Ability to travel to business functions/trainings/meetings and all SCHS worksites.

Preferred: CNOR

Experience

Required: 5 years clinical nursing experience. 1 year of nursing leadership experience.

Preferred: Nursing experience in a perioperative or procedural department. 3 years leadership experience.
