General Summary

Springfield Public Schools is seeking a highly detail-oriented Title IX Investigator to conduct prompt, equitable, and impartial investigations into allegations of sex-based discrimination, including sexual harassment, sexual assault, dating violence, domestic violence, stalking, retaliation, and related misconduct, in accordance with Title IX of the Education Amendments of 1972, its implementing regulations, and applicable state and federal law.

The Title IX Investigator is responsible for managing investigations involving students and employees and for ensuring compliance with district policies, grievance procedures, collective bargaining agreements, and due process requirements. This role works closely with the Title IX Coordinator, Human Resources, the Office of Safety and Security, school administrators, and, when appropriate, state and local law enforcements.

  • Plan, organize, and conduct neutral, trauma-informed Title IX investigations into complaints of sex discrimination and sex-based misconduct involving students and/or employees.
  • Conduct risk and safety assessments and recommend supportive measures as appropriate, in coordination with the Title IX Coordinator.
  • Interview complainants, respondents, and witnesses, including students, parents/guardians, professional staff, and other relevant parties, using appropriate investigative and trauma-informed interview techniques.
  • Identify, collect, preserve, and analyze documentary, physical, and digital evidence while maintaining confidentiality and compliance with privacy laws.
  • Ensure investigations are completed within required Title IX and district timelines and in accordance with applicable grievance procedures.
  • Prepare clear, well-reasoned, and thorough investigative reports that include allegations, applicable policies, credibility assessments, findings of fact, and conclusions based on the preponderance of the evidence standard, as applicable.
  • Maintain accurate and secure investigative files and documentation.
  • Remain current on Title IX regulations, guidance, case law, School Committee policies, and collective bargaining agreements.
  • Coordinate with the Office of Safety and Security, school administrators, and law enforcement agencies when required, while maintaining the independence of the Title IX process.
  • Participate in ongoing training related to Title IX, civil rights investigations, equity, and trauma-informed practices.

Minimum Job Qualifications

Education and Experience

  • Bachelor’s degree or higher in law, criminal justice, human resources, public policy, education, or a related field from an accredited institution.
  • Three to five years of experience conducting investigations, preferably involving civil rights, Title IX, workplace misconduct, or student discipline.
  • Eligibility to work in the United States as a citizen, national, or lawful permanent resident.
  • Successful completion of a National Service Criminal History Check and all district-required background and security clearances prior to employment.

KNOWLEDGE, SKILLS, And ABILITIES

  • Demonstrated knowledge of Title IX regulations, grievance procedures, and principles of equity and due process.
  • Strong analytical and critical-thinking skills, including the ability to evaluate evidence, assess credibility, and reach fact-based conclusions.
  • Proven ability to design and implement investigative plans and to document investigations thoroughly and accurately.
  • Understanding of confidentiality requirements, information security, and privacy laws applicable to student and employee records.
  • Excellent written and verbal communication skills, with the ability to convey complex information clearly and objectively.
  • Strong interpersonal skills, including the ability to interact respectfully and effectively with individuals from diverse backgrounds and with varying levels of trauma.
  • Ability to manage multiple investigations simultaneously, meet strict deadlines, and exercise sound professional judgment.
  • Experience working with diverse urban school communities and an understanding of their unique needs.

  • Ability to work independently while collaborating effectively with multidisciplinary teams.
  • Skill in prioritizing tasks, meeting deadlines, and adapting to evolving regulatory requirements.
  • Ability to read, interpret, and apply statutes, regulations, policies, and procedures.
  • Proficiency with standard office technology, case-management systems, and electronic records.

Physical Requirements

Exerting up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or or constantly having to lift, carry, push, pull or otherwise move objects, including the human body.

WORKING ENVIRONMENT

This position requires employee be in an office or similar indoor environment and field work. Employee is frequently exposed to individuals who are rude or irate and is occasionally exposed to individuals with known violent backgrounds.
