JOB TITLE: Director-Career and Technical Education

PRIMARY PURPOSE

 

The Director - Career and Technical Education (CTE) serves as the district's strategic leader for Career and Technical Education, workforce development, and career readiness initiatives. The Director provides leadership for the planning, implementation, evaluation, and continuous improvement of all CTE programs and services, ensuring alignment with district priorities, state and federal requirements, labor market demands, and postsecondary opportunities.

 

Working collaboratively with campus leaders, business and industry partners, institutions of higher education, and community stakeholders, the Director develops and sustains high-quality career pathways that prepare students for college, careers, military service, and lifelong success. The Director oversees CTE curriculum, programs of study, industry-based certifications, work-based learning opportunities, dual-credit partnerships, P-TECH pathways, Early College High School (ECHS) career programming, workforce partnerships, and federal grant programs designed to increase student achievement and career readiness.

 

The Director ensures compliance with all applicable federal, state, and local requirements while fostering innovation, equitable access to career pathways, and continuous improvement across all Career and Technical Education programs.

QUALIFICATIONS:

Required:

  • Master's Degree from an accredited college or university
  • Valid Texas educator certificate
  • Minimum of five (5) years of successful educational leadership experience
  • Experience leading Career and Technical Education programs, workforce development initiatives, postsecondary readiness programs, or related instructional programs 

Preferred

  • Mid-Management, Principal, or Superintendent Certification
  • Career and Technical Education teaching certification
  • District-level leadership experience
  • Experience administering Perkins V and other federal or state grant programs
  • Experience with Career and Technical Education accountability systems, Programs of Study, industry-based certifications, and work-based learning programs
  • Experience developing partnerships with institutions of higher education, business and industry partners, and workforce development organizations
  • Experience supporting dual-credit, P-TECH, Early College High School (ECHS), apprenticeship, internship, or other postsecondary readiness initiatives
  • Minimum of two (2) years of campus leadership experience

SPECIAL KNOWLEDGE/SKILLS: 

  • Comprehensive knowledge of Texas Career and Technical Education requirements, programs of study, and Career Cluster frameworks
  • Thorough understanding of federal Perkins V requirements and grant administration
  • Knowledge of College, Career, and Military Readiness (CCMR) indicators and accountability systems
  • Knowledge of curriculum development, instructional design, and assessment practices
  • Understanding of workforce development trends, labor market data, and industry certification requirements
  • Knowledge of dual credit, articulated credit, P-TECH, Early College High School, and work-based learning models
  • Ability to develop, implement, and evaluate instructional programs
  • Ability to analyze and interpret student performance, enrollment, certification, and accountability data
  • Ability to develop and manage budgets, grants, and program resources
  • Ability to build partnerships with business, industry, higher education, and community organizations
  • Strong organizational, communication, presentation, and interpersonal skills
  • Ability to supervise and evaluate personnel

MAJOR RESPONSIBILITIES AND DUTIES:

 

Program Leadership and Management

  • Provide strategic leadership and direction for all district Career and Technical Education programs.
  • Develop, implement, and monitor a comprehensive districtwide CTE strategic plan aligned with district goals, workforce needs, and student career readiness outcomes.
  • Evaluate program effectiveness and recommend improvements based on student achievement, certification attainment, labor market data, and stakeholder feedback.
  • Ensure equitable access to high-quality CTE programs and career pathways for all students.
  • Oversee district CTE facilities, laboratories, equipment, and instructional resources.
  • Monitor emerging workforce trends and recommend program modifications or additions to address future employment demands.
  • Assist in completing the annual review of Career and Technical Education (CTE) programs, including an analysis of program effectiveness, student performance outcomes, industry certification attainment, enrollment trends, and budget responsiveness to ensure alignment with district goals and workforce needs.

 

Career and Technical Education Program Development

  • Direct the development, implementation, and evaluation of CTE curriculum and instructional programs.
  • Ensure alignment of CTE programs with Texas Essential Knowledge and Skills (TEKS), Programs of Study, industry standards, and workforce expectations.
  • Coordinate the review and selection of instructional materials, equipment, technology resources, and industry certification opportunities.
  • Oversee the implementation and expansion of coherent career pathways and Programs of Study.
  • Support innovative instructional practices that promote student engagement and career readiness.
  • Coordinate career exploration and career awareness initiatives across all grade levels.
  • Postsecondary Readiness and Workforce Development
  • Oversee district CTE initiatives that support college, career, and military readiness outcomes.
  • Develop and maintain articulation agreements, dual-credit partnerships, and workforce development opportunities with institutions of higher education and industry partners.
  • Coordinate Career and Technical Education components of the district's P-TECH and Early College High School (ECHS) programs.
  • Expand opportunities for internships, apprenticeships, job shadowing, clinical experiences, and other work-based learning activities.
  • Collaborate with counselors, campus leaders, and higher education partners to ensure students have access to meaningful postsecondary opportunities.
  • Monitor student participation and success in industry-based certifications, dual-credit coursework, and work-based learning experiences.

 

Workforce Development and Industry Partnerships

  • Establish and maintain partnerships with business, industry, workforce agencies, higher education institutions, and community organizations.
  • Coordinate advisory committees and ensure meaningful stakeholder engagement in program development and evaluation.
  • Collaborate with industry partners to align programs with current workforce expectations and employment opportunities.
  • Promote business and community investment in district career readiness initiatives.
  • Seek opportunities to expand workforce pipelines that support local and regional economic development.

 

Student Organizations and Extended Learning Opportunities

  • Oversee Career and Technical Student Organizations (CTSOs), including but not limited to SkillsUSA, DECA, HOSA, FCCLA, BPA, FFA, and TSA.
  • Support student participation in competitions, leadership development activities, and industry-related experiences.
  • Monitor CTSO performance and participation as indicators of program quality and student engagement.

 

Grant and Resource Management

  • Direct the administration of Perkins V and other federal, state, and local grants supporting Career and Technical Education.
  • Develop grant applications and oversee implementation of funded initiatives.
  • Ensure compliance with all grant requirements, reporting obligations, and fiscal guidelines.
  • Monitor expenditures and maintain effective stewardship of district resources.
  • Prepare and present budget recommendations to executive leadership.

 

Compliance and Accountability

  • Ensure compliance with all applicable federal, state, and local laws, regulations, and board policies governing Career and Technical Education programs.
  • Oversee preparation and submission of required reports to the Texas Education Agency and other governmental agencies.
  • Monitor and evaluate CTE performance indicators, certification attainment, concentrator and completer data, Perkins performance measures, and other accountability metrics.
  • Coordinate internal audits, monitoring activities, and corrective action plans when necessary.
  • Maintain accurate records and documentation supporting program operations and compliance requirements.
  • Assist in completing the annual review of Career and Technical Education (CTE) programs, including an analysis of program effectiveness, student performance outcomes, industry certification attainment, enrollment trends, and budget responsiveness to ensure alignment with district goals and workforce needs.

 

Professional Development and Capacity Building

  • Plan and provide professional learning opportunities for administrators, teachers, counselors, and support staff.
  • Support the development of instructional capacity across all CTE programs.
  • Provide coaching and technical assistance to campus leaders and instructional staff.
  • Facilitate collaboration among CTE educators to promote best practices and continuous improvement.



Stakeholder Engagement and Communication

  • Serve as the district liaison for Career and Technical Education initiatives.
  • Communicate program goals, accomplishments, and opportunities to students, families, staff, business partners, community stakeholders, and institutions of higher education.
  • Prepare presentations, reports, and updates for executive leadership, district committees, and the Board of Trustees.
  • Foster collaborative relationships across departments to support student success and program effectiveness.

 

Personnel Management

  • Supervise, support, and evaluate assigned personnel in accordance with district policies and procedures.
  • Assist with recruitment, selection, assignment, and retention of highly qualified CTE staff.
  • Establish performance expectations and provide ongoing feedback and professional growth opportunities.
  • Promote a culture of accountability, collaboration, and continuous improvement.

Other Responsibilities

  • Maintain confidentiality and exercise sound professional judgment in handling sensitive information.
  • Attend local, regional, state, and national meetings, conferences, and professional development activities related to Career and Technical Education.
  • Perform other duties as assigned by the Executive Director - Innovation & Student Support Services.

 

WORKING CONDITIONS: 

 

Physical Demands:

 

The usual and customary methods of performing the job's functions require physical mobility, prolonged sitting, standing, some lifting, carrying, pushing, and pulling. This position requires travel within the district and occasional statewide travel.
