    Primary Purpose:
    The Executive Director of Operations is responsible for the strategic planning, development, construction, modernization, and maintenance of all district facilities and transportation. This position leads the execution of capital improvement projects, manages bonds and state-funded construction programs, ensures regulatory compliance, and oversees the long-term facilities master plan. The Executive Director also supervises daily operations related to maintenance, custodial services, transportation services, and energy management, ensuring that district facilities are safe, efficient, and supportive of student learning.

    Qualifications/Skills:
    Education/Certification:
    • Bachelor’s degree in Architecture, Engineering, Construction Management, Urban Planning, Facilities Management, or related field required. Master’s degree preferred.
    • Valid driver’s license required.
    • PMP certification, LEED AP, or professional licensure (e.g., PE, RA) preferred.
    Special Knowledge/Skills:
    • Expertise in public sector construction project delivery methods, including Construction Manager at Risk, Design-Bid-Build and Design-Build.
    • Strong knowledge of school facility standards, project budgeting, scheduling, and contract management.
    • Understanding of relevant codes, ADA compliance, CEQA/NEPA, DSA processes, and other regulatory requirements.
    • Excellent leadership, communication, and interpersonal skills.
    • Proficient in project management software, GIS, AutoCAD/Revit, and/or other relevant technologies.
    Experience:
    • Minimum of 7–10 years of progressively responsible experience in facilities planning, construction management, or capital projects, including supervisory experience.
    • Experience managing large-scale construction programs and working within a K-12 public school district or government agency preferred.

    Major Duties and
    Responsibilities:
    Facilities Planning:
    • Lead the development and implementation of the district’s long-range facilities master plan.
    • Analyze enrollment trends, capacity, demographic data, and educational program requirements to project facility needs.
    • Coordinate with instructional leadership to align facility planning with educational goals and curriculum delivery models.
    • Oversee land use planning and building permits in coordination with city and county agencies.
    Construction and Capital Projects:
    • Work in coordination with the Associate Superintendent of Operations on the planning, design, bidding, and construction of all new schools, additions, renovations, and modernization projects.
    • Manage all phases of construction projects, ensuring compliance with budget, scope, schedule, and quality standards.
    • Collaborate with architects, engineers, contractors, legal counsel, and construction management firms.
    • Oversee compliance with local, state, and federal building codes, environmental regulations, ADA, and public contracting laws.
    • Administer bond programs and other capital funding sources, including state school construction grants.
    Facilities Operations:
    • Oversee daily operations of the district’s physical plant, including maintenance, custodial, transportation services, and energy management.
    • Develop and implement preventive maintenance schedules and building lifecycle management programs.
    • Ensure safe, clean, and operational facilities that support student learning and comply with health and safety standards.
    • Monitor utility usage and implement energy conservation and sustainability initiatives.
    Transportation:
    • Supervise, support, and provide administrative directions for transportation functions and auto fleet management.
    • Work with administrators to ensure safe and effective operation of the departments.
    Budget and Compliance:
    • Develop and manage operating and capital budgets for planning & construction, facilities, and transportation.
    • Ensure compliance with applicable laws, public procurement procedures, and funding requirements.
    • Provide transparent financial reporting for capital programs to the Associate Superintendent of Operations.
    • Oversee facilities-related contracts, vendor performance, and procurement processes.
    Leadership and Collaboration:
    • Supervise and evaluate facilities planning, maintenance, custodial, transportation, energy management, and construction management staff.
    • Foster a culture of continuous improvement, accountability, and customer service within the operations division.
    • Serve as the primary liaison to the Associate Superintendent of Operations.
    • Present updates on projects, needs assessments, and bond measures to the Associate Superintendent of Operations.

    • This position requires regular in-person interaction with the public.
    Physical Demands:
    • Repetitive hand motions.
    • Ability to walk construction sites, climb ladders, and inspect physical conditions of buildings and systems.
    • Prolonged periods of sitting at a desk and working on a computer.
    • Office environment with frequent visits to school sites and construction locations.
    • May require evening or weekend hours for board meetings, public hearings, or emergency situations.
    • Must be able to work in a variety of weather and site conditions.
    • Ability to travel as needed.
