Job Summary
We are seeking a highly experienced Customs & Trade Compliance Manager to lead and establish cross-border logistics operations between the U.S. and Mexico. This role will be responsible for building and managing In-Bond (IT/TE), CFS operations, FTZ (Foreign-Trade Zone) setup, and CTPAT compliance programs.
The ideal candidate will play a critical role in designing compliant, scalable processes that support high-volume cross-border freight, while ensuring adherence to U.S. Customs (CBP) and Mexico customs regulations. This position will work closely with customs brokers, 3PL providers, and internal warehouse operations to ensure seamless and compliant cargo movement.
Key Responsibilities
Customs & Cross-Border Operations
- Lead and manage daily In-Bond operations (IT/TE), including filing, tracking, reconciliation, and compliance.
- Coordinate cross-border shipments between the U.S. (El Paso) and Mexico (Juarez / IMMEX facilities).
- Ensure accurate and timely handling of customs documentation (7512, 3461, 7501, pedimentos, etc.).
- Work closely with customs brokers (U.S. & Mexico) to resolve clearance issues and minimize delays.
FTZ & CFS Setup
- Lead the setup and implementation of FTZ operations, including admissions (214), inventory control, and compliance reporting.
- Design and establish CFS / bonded warehouse processes for import/export consolidation and deconsolidation.
- Develop SOPs for FTZ, bonded, and general warehouse operations aligned with CBP regulations.
- Ensure proper inventory control, traceability, and audit readiness within FTZ environment.
Compliance & Security (CTPAT)
- Lead CTPAT certification process, including risk assessment, security profile development, and implementation.
- Maintain compliance with CBP regulations, audit requirements, and internal control standards.
- Conduct internal audits and ensure all operations meet regulatory and security standards.
- Develop and maintain compliance documentation, procedures, and training programs.
Process Improvement & System Integration
- Collaborate with IT and operations teams to implement and optimize systems (WMS, tracking, EDI, etc.).
- Improve visibility of shipment status (IT/TE, clearance, inventory) through process and system enhancements.
- Establish KPI metrics and reporting for customs compliance, cycle time, and operational performance.
- Identify risks and implement corrective actions to prevent compliance issues and shipment delays.
Stakeholder & Vendor Management
- Manage relationships with customs brokers, freight forwarders, and 3PL providers.
- Negotiate service terms, monitor performance, and ensure SLA compliance.
- Act as the primary point of contact for customs-related escalations and regulatory matters.
Required Experience & Qualifications
Must-Have
- 5 years of experience in customs compliance, cross-border logistics, or trade operations
- Hands-on experience with In-Bond (IT/TE) operations
- Strong knowledge of U.S. Customs (CBP) regulations and documentation (7512, 3461, 7501)
- Experience working with Mexico customs processes (pedimentos, IMMEX preferred)
- Experience with FTZ operations or FTZ setup (highly preferred)
- Familiar with CTPAT requirements and certification process
- Proven experience working with customs brokers and cross-border logistics providers
- Strong problem-solving skills and ability to manage high-pressure logistics environments
Preferred
- Experience setting up FTZ, bonded warehouse, or CFS from scratch
- Experience in electronics / manufacturing / maquiladora supply chain
- Knowledge of Annex 24, IMMEX compliance, or VAT/IEPS certification
- Experience implementing WMS / EDI / customs tracking systems
- Bilingual: English / Spanish (required), Mandarin is a plus
Pay: $80,000.00 - $120,000.00 per year
