What are the responsibilities and job description for the Senior Financial Analyst position at Spotsylvania County?
- Conducts advanced financial and economic analysis, including scenario modeling, forecasting, and preparation of clear written and verbal presentations for leadership and other audiences.
- Supports capital financing activities by working with the CFO and financial advisors to secure funding, track capital project revenues, process bond draws, and maintain data for ongoing debt policy evaluation.
- Ensures compliance with federal and state regulations governing municipal debt, including tax-exempt financing requirements, and completes all required MSRB disclosures.
- Researches financial, legislative, and operational data to prepare revenue projections, assesses the fiscal impact of state and federal actions, and supports long-range planning.
- Monitors economic and financial trends and recommends improvements to County fiscal policies and analytical practices.
- Provides financial analysis and guidance to County departments and participates in public meetings and hearings related to the budget, CIP, and other financial issues.
- Performs special projects, typically financial in nature, with minimal supervision.
- May supervise Budget Analysts by assigning tasks, reviewing work, and supporting staff development.
- Performs other related duties as assigned.
Bachelor's Degree in Business Administration, Finance, Accounting, Economics, or a closely related field, and at least seven (7) years of progressively responsible experience in the public sector financial field with emphasis on financial analysis, budgeting, and forecasting; or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities in a public sector setting.
- Considerable knowledge of public finance administration and of budget development, analysis, and reporting.

- Considerable knowledge of federal, state, and local laws and policies concerning County fiscal operations.

PHYSICAL REQUIREMENTS

Salary : $89,503 - $127,094
