The role requires an accomplished professional with a deep understanding of federal acquisition regulations, proven leadership capabilities, and the ability to guide complex contractual strategies in support of organizational objectives.

Key Responsibilities:

  • Provide strategic direction and oversight for all contract and subcontract administration activities across multiple programs and business areas.
  • Manage the full lifecycle of government and commercial contracts, including negotiation, award, modification, and closeout, while ensuring strict compliance with FAR, DFARS, and other applicable regulations.
  • Direct the preparation, review, and submission of compliant cost and business volumes for proposals, including rate development, profitability assessments, and risk analyses.
  • Negotiate and execute a variety of contractual instruments, including prime contracts, subcontracts, teaming agreements, nondisclosure agreements, and pricing arrangements.
  • Collaborate closely with Program Management, Business Development, Capture, Finance, and Operations teams to ensure contractual alignment with corporate goals and risk tolerance.
  • Support internal and external audits, reviews, and compliance assessments related to contracting and procurement functions.
  • Establish and maintain standardized processes, tools, and best practices for efficient and compliant contract management.
  • Lead, mentor, and develop a team of contracts and subcontracts professionals to ensure high performance, professional growth, and adherence to company standards.

Qualifications:

  • Bachelor’s degree in Business Administration, Finance, or a related discipline is required; a Master’s degree and/or professional certification (e.g., CPCM, NCMA) is strongly preferred.
  • A minimum of ten (10) years of progressive experience in U.S. government contracting, subcontracts management, and pricing, including at least five (5) years in a supervisory or leadership capacity.
  • Comprehensive knowledge of federal contracting principles, practices, and procedures, including FAR and DFARS compliance.
  • Demonstrated success managing complex contractual portfolios and leading negotiations with government agencies and prime or subcontract partners.
  • Eligibility to obtain and maintain a Top Secret/SCI security clearance; an active clearance is highly desirable.
  • Exceptional verbal and written communication skills, with the ability to convey complex contractual concepts effectively to all levels of the organization.
  • Proficiency with Microsoft Office applications (Word, Excel, Outlook, SharePoint, Project).
  • Strong analytical, organizational, and decision-making skills, with the ability to operate effectively in a fast-paced, deadline-driven environment.

Preferred Experience:

  • Working knowledge of Deltek Costpoint, GovWin, or comparable enterprise resource planning and contract management systems.
  • Experience supporting large-scale IDIQ contracts, task orders, GSA schedules, and other federal procurement vehicles.
