Position Summary
Spectrum Enterprises is seeking an experienced Compliance Analyst to monitor affordable housing properties across West Virginia for compliance with LIHTC, HOME, HTF, and RD 538 program requirements. This role combines tenant file review, property inspections, and direct communication with state agencies and property management companies to ensure client properties remain compliant with state and federal housing regulations.
Key Responsibilities
- Perform LIHTC compliance monitoring in accordance with assigned state contract requirements, applying knowledge of applicable state and federal program rules and communicating with state agencies as needed.
- Review LIHTC, HOME, HTF, and RD 538 tenant files, either in the office or at client locations.
- Conduct property and unit inspections in accordance with the National Standards for the Physical Inspection of Real Estate (NSPIRE).
- Coordinate audits from start to finish: correspond with management agents to confirm audit dates, obtain rent rolls and site review sheets, and select units for inspection.
- Prepare site visit plans and contact site management with proposed inspection dates within 24 hours of each visit.
- Photograph properties and units as part of the official inspection record.
- Write clear, accurate monitoring reports following each site visit.
- Set up properties and audits in Spectrum’s compliance database and provide inspection data to IT for use in the mobile inspection app.
- Coordinate travel logistics for site visits, including making travel arrangements and submitting travel receipts in accordance with company policy.
Qualifications
- Minimum of 7 years of experience in property management, with a specialization in affordable housing.
- Prior exposure to compliance monitoring is strongly preferred.
- Valid driver’s license required.
- Ability to travel regularly within West Virginia and occasionally to other states (approximately 20 weeks per year).
- Proficiency in Microsoft Office applications, including Outlook, Excel, Word, and Access.
