his position supports ONR Global’s Experimentation & Analysis mission by helping the Navy evaluate, test, and understand emerging technologies before they move into broader investment or transition decisions. The Experimentation & Operational Analysis Technical Specialist will play a central role in designing experimentation approaches, developing analytical models, evaluating technical performance, and translating complex data into actionable insights for senior Science and Technology leaders.
This is an opportunity for a highly experienced technical professional to influence the direction of Navy S&T investments by applying experimentation planning, operations research, modeling and simulation, and data-driven analysis to real-world operational challenges.
What You’ll Do- Support ONR Global leadership in evaluating emerging technologies and their operational relevance.
- Develop and execute Data Collection and Analysis Plans for Technology Operational Experimentation Events.
- Build mathematical models to compare and assess technology performance in operational scenarios.
- Analyze experimentation results and provide decision-quality recommendations to government leadership.
- Conduct cost-benefit and technical feasibility assessments of proposed E&A technologies.
- Assess whether technology investments align with Naval S&T priorities, operational needs, and future-year planning budgets.
- Identify technology areas that may no longer align with current Naval Research Enterprise strategic guidance.
- Prepare clear, concise technical reports, progress updates, and executive-level summaries.
- Present project data and technical findings at portfolio reviews, technical exchanges, planning sessions, and ONR Global meetings.
- Coordinate with program officers, science advisors, warfighters, acquisition sponsors, transition sponsors, and members of the Naval Research and Development Establishment.
- Master’s degree from an accredited college or university in:
- Civil engineering
- Mechanical engineering
- Materials engineering
- Industrial engineering
- A closely related engineering or physical science discipline
- 10 years of experience in Science and Technology development.
- Demonstrated expertise in:
- Experimentation planning
- Operations research
- Data Collection and Analysis Plans
- Modeling and simulation
- Wargaming
- Technology Innovation Games
- Analytical methods supporting investment decisions
- Ability to prepare technical execution reports, portfolio progress reports, and collaboration site updates.
- Active Top Secret U.S. Government security clearance at time of contract award.
- Strong communication skills with the ability to engage technical and non-technical stakeholders.
- Experience working with Navy or Department of Defense Science and Technology organizations.
- Understanding of the Naval Research Enterprise, including ONR program officers, science advisors, and S&T development processes.
- Ability to brief senior leaders and translate complex technical analysis into practical recommendations.
