Position Summary /Function
Responsible for managing the day-to-day operations of the Accounting Business Office to include all accounting, finance, and general ledger functions. Supervises Accounting Manager and Sr. Accounting Specialist. Travel may be required within and beyond the five-county catchment area.

ESSENTIAL DUTIES/RESPONSIBLITIES/FUNCTIONS/TASKS:
- Manages daily operations of Business Office to include but not limited to:
- All Accounting Functions including Payroll, Accounts Payable, Accounts Receivable, Fixed Assets, General Ledger Closeout, Consumer Funds Management, Subsidiary Company Accounting, Contract and Cash Management
- Supervise Business Office Accounting staff and assists in training of staff.
- Supervises staff to ensure departmental functions and staff job duties are being carried out accordingly and adherence to approved schedules.
- Counsels with employees about problems at work, i.e. job assignment, relationships, performances, etc. and investigates areas of concern, resolving these and advising the employee, CHRO, CFO and the CEO of any action to be taken.
- Utilizes leadership skills to develop and maintain cooperative spirit and action among staff and individuals connected with the program.
- Provides for and assures adequate orientation and training of staff.
- Responsible for the design, implementation, and monitoring of internal controls and financial compliance with contracts.
- Manages the month-end close preparation of consolidated, subsidiary, and program specific financial reports. Assists in providing monthly financial analysis to Senior Management and Executive Staff.
- Assists in coordination of audits and preparation of schedules and documentation for independent auditors.
- Assists in annual budget preparation and on-going budget-to-actual monitoring to maintain expenditures are within acceptable ranges.
- Performs other duties as required or as requested by the Chief Financial Officer and/or other Senior Management.
- Completes assigned tasks in a timely manner.
- Follow guidelines to include but not limited to SpectraCare Personnel Policies, SpectraCare Clinical Policies, Substance Abuse Policy, Department of Mental Health Standards, Department of Mental Health Service and Delivery Manual, Medicaid Rehab Standards, Medicare Standards or others as noted.
- Attends regular workshops, trainings, in-services and/or administrative meetings as appropriate.
- Adhere to Dress Code as set forth in the SpectraCare policies and procedure.
- Other services and responsibilities deemed necessary; not otherwise specified.
- Travel within or outside the catchment area for meetings, if required.
- Performs duties independently.

- Works well with other staff and clients to ensure safety of program, clients and/or other staff.
- Maintains regular attendance with timely arrival and departure according to scheduled hours.
- Must be able to work full time with rotating assignments as necessary to include but not limited to overtime hours, nights and/or weekends as scheduled.
- To ensure safety while on duty, must remain awake during scheduled working hours.
- Responsible for accurate and timely manual billing of contracts. on a monthly/quarterly basis. Includes detail review of billing and supporting documentation provided by staff.
- Bachelor’s degree in Business or Accounting with five years' experience in senior-level finance or accounting position.
- Demonstrated Experience reporting financial statements under Governmental Accounting Standards.
- Possess a valid Driver License with good MVR.
- Free from alcohol/drug related misdemeanors and/or felonies for the previous three (3) years.
- Master's degree in Business or Accounting.
- Two (2) or more years in the mental health or primary health service industry.
- Four (4) years management/supervisory experience preferred.
- Certified Public Accountant.
- Experience with managing external audits.
