Work Location: Hillsboro, OR with travel between local offices and program sites as needed
Pay: $75,000–$85,000 annually (DOE)

About the Opportunity
SRG is partnering with a mission-driven nonprofit organization to identify an experienced Human Resources Manager to join their team.
This organization is seeking a hands-on HR leader who is both strategic and operational, with the ability to guide people, processes, and programs across a multi-site environment. The ideal candidate brings a strong foundation in employee relations, compliance, payroll oversight, and team leadership, while also maintaining a service-oriented mindset. This role requires someone who can operate independently, support a diverse workforce, and partner closely with leadership to drive organizational effectiveness.
The Human Resources Manager is responsible for leading all HR functions, including employee relations, payroll oversight, benefits coordination, compliance, training, and performance management. This role ensures smooth day-to-day operations while aligning HR practices with the organization’s goals and long-term priorities.
Key Responsibilities
Team Leadership & Department Oversight
- Guide daily HR operations, including payroll coordination, training, and employee support
- Lead, coach, and develop HR team members
- Manage hiring, onboarding, performance evaluations, and employee development
- Assign responsibilities and monitor progress to ensure timely completion of work
- Provide hands-on support to employees and managers across multiple locations
- Reinforce adherence to internal processes and expectations
Organizational Alignment & Regulatory Adherence
- Develop and refine HR processes to support operational and organizational goals
- Ensure alignment with employment regulations and internal standards
- Monitor changes in laws, workforce trends, and HR practices
- Update policies, procedures, and workflows to improve efficiency
- Participate in organizational planning and continuous improvement initiatives
- Support licensing requirements, documentation, and audit readiness
Payroll, Systems & Process Management
- Oversee payroll-related processes to ensure accuracy and timeliness
- Support HRIS and payroll system usage across the organization
- Review workflows to identify areas for improvement
- Establish clear processes for internal HR support and service delivery
Compensation, Benefits & Employee Programs
- Oversee employee compensation structures and benefits programs
- Support employee engagement, recognition, and retention initiatives
- Contribute to workforce planning and succession efforts
- Assist with development and management of departmental budgets
Employee Relations & Workplace Support
- Serve as a primary resource for employee concerns and conflict resolution
- Guide managers on performance management and disciplinary actions
- Provide direction on employment-related matters and workplace expectations
- Partner with leadership to address staffing and workforce challenges
Recruitment & Talent Development
- Lead recruitment efforts in partnership with hiring managers
- Support onboarding and employee integration processes
- Contribute to training and development initiatives
- Track and ensure completion of required training programs
Training, Quality & Continuous Improvement
- Support development and delivery of employee training programs
- Monitor program effectiveness and identify improvement opportunities
- Participate in cross-functional initiatives and internal committees
Administrative & Operational Support
- Maintain accurate employee records, documentation, and HR files
- Conduct audits to ensure consistency and compliance
- Support licensing and program documentation requirements
- Provide support across multiple locations as needed
- Perform additional duties as assigned
Required Qualifications
Experience
- Experience leading or managing core HR functions (employee relations, compliance, payroll oversight, and/or benefits administration)
- Experience supporting a multi-site or multi-department workforce
- Hands-on experience with employee relations, including coaching managers and addressing workplace issues
- Experience working with HR systems (HRIS and/or payroll platforms)
- Exposure to payroll processes, including review, coordination, or oversight

Preferred Qualifications
Experience
- Experience supervising or mentoring HR staff
- Experience in a nonprofit, social services, or mission-driven organization
- Experience with payroll systems such as ADP, Paychex, Paylocity, or similar
- Experience supporting benefits administration and employee programs
- Experience with training, performance management, or employee development initiatives
- Experience supporting audits, licensing, or regulatory reviews
Skills & Abilities
- Strong understanding of employment regulations and HR best practices
- Experience using data to identify trends and improve processes
- Ability to work independently with minimal supervision
- Comfort working in environments with evolving processes
Education & Certifications
- HR certification (SHRM-CP, SHRM-SCP, PHR, or SPHR)
- Advanced education in Human Resources or related field
Additional Requirements
- Ability to work on-site full-time with schedule flexibility as needed
- Ability to travel between local sites
- Must be able to pass a background check and drug screening
