What are the responsibilities and job description for the Director - Special Assignment, Targeted School Improvement position at Special Education?

Primary Purpose: 

 

Provide direct, field-based support to campuses identified for school improvement by building instructional capacity, developing teacher and instructional coach (IC) effectiveness, and strengthening systems of teaching and learning. The Director on Special Assignment: Targeted School Improvement serves as a strategic partner to the CSO, principals and instructional leaders to accelerate academic growth and sustain continuous improvement to improve student outcomes and raise the accountability ratings of identified campuses.

 

Qualifications: 

  • Proven track record of improving teaching and learning outcomes on campuses where  school improvement or turnaround is needed.
  • Demonstrated expertise in coaching, instructional leadership, and data-driven school improvement
  • Strong interpersonal and communication skills with the ability to lead, influence, and build capacity across multiple campuses.

Education/Certification: 

  • Bachelor’s degree in education
  • Master’s degree in Education, Educational Leadership, Curriculum & Instruction, or related field required
  • Instructional coaching experience preferred
  • Central office experience in curriculum and instruction preferred
  • Campus leadership experience a plus

Special Knowledge/Skills: 

  • Expertise in supporting teachers through observation, feedback, modeling, and reflection cycles.
  • Deep understanding of high-impact, research-based instructional strategies and classroom management. 
  • Skill in adult learning theory, coaching models, and facilitation of professional learning communities (PLCs).
  • Strong data analysis skills with ability to identify trends, diagnose needs, and drive instructional decision-making.
  • Exceptional organizational and communication skills; ability to manage multiple campuses and priorities.
  • Knowledge of TEA accountability systems and evidence-based turnaround strategies.

Experience: 

  • Minimum five (5) years successful classroom teaching experience.
  • Minimum three (3) years of experience as an instructional coach, campus administrator, or district instructional leader.
  • Demonstrated success in school improvement or turnaround contexts preferred.

Essential Job Functions: 

  • Serve as a field-based instructional leader, spending at least 80% of time on campuses conducting classroom observations, coaching teachers, and modeling effective instructional practices.
  • Establish a flexible campus rotation schedule based on identified needs and progress monitoring data.
  • Partner with Instructional Coaches to identify specific teacher needs and professional development priorities. 
  • Coach and mentor ICs through co-observations, feedback conversations, modeling, and reflection to build instructional leadership capacity.
  • Lead Professional Learning Communities (PLCs) and demonstrate effective facilitation techniques, gradually releasing responsibility to ICs.
  • Design and deliver professional development sessions for ICs and teachers focused on high-yield strategies, data use, and student engagement.
  • Conduct monthly IC meetings to align coaching practices, share best practices, and monitor campus progress.
  • Provide real-time, actionable feedback that drives teacher growth and improved student outcomes.
  • Support and sustain a culture of high expectations, professional reflection, and academic excellence across all assigned campuses.
  • Hold bi-weekly check-ins with the Chief School Officer (CSO) to review campus improvement progress, identify barriers, and determine next steps.
  • Support principals in implementing evidence-based instructional systems aligned with district goals.
  • Analyze student achievement, classroom observation, and formative assessment data to inform next steps in coaching and support.
  • Collaborate with CSO to align resources, professional learning, and systems for continuous school improvement.
  • Demonstrates principles of the Manor ISD People Experience
  • Other duties as assigned.

Supervisory Responsibilities: 

  • Provide direct coaching and professional development for campus Instructional Coaches (ICs) and teachers.
  • Support principals and campus instructional leadership teams in improving teaching and learning systems.
